Job Purpose
The Assistant Project Manager (APM) is responsible for supporting the Senior Project Manager (SPM) in managing the assigned project/package (civil works or facilities) through design, procurement, construction, testing & commissioning, and handover. The APM will also assist the SPM in managing the PMC/Engineer, Contractors, and the project's key stakeholders to ensure that the project/package is delivered in accordance with Hafeet Rail's HSE, quality, technical, stakeholders, time and budget requirements and organizational objectives.
Principal Accountabilities
Core
- Assist the SPM in managing the Engineer/PMC to provide the required project /construction management and supervision to deliver the works in accordance with HSE, quality, technical, stakeholders, time and budget requirements;
- Review PMC/Engineer's deliverables to ensure contracted activities and services have been fulfilled, in line with the contract.
- Ensures that project's HSE and Quality plans are implemented to meet project objectives and requirements in coordination with the Quality and HSE teams;
- Conduct regular site visits to maintain oversight of project progress and ensure that the works are executed in compliance with HSEQ standards, regulations;
- Provide input to the programme review and approval process in coordination with the Projects Control team
- Ensure that the works are delivered in accordance with the project programme and contractual milestones and that action plans are implemented to mitigate /recover identified programme risks, delays etc.;
- Ensure that the project's internal and external interfaces are identified and managed effectively;
- Review progress reports submitted by the Engineer/PMC and Contractors and validate the information through regular site visits, progress meetings etc. Provide the SPM with daily reporting and project progress /status updates and communicate/escalate key issues, risks etc and the proposed action plans;
- Support the Stakeholders Management team in stakeholders engagement to ensure the required authorisations (NOCs, permits etc.) are in place and the associated requirements/conditions are implemented on site;
- Liaise with the Engineering/Design support team to ensure the review/approval of technical documents (shop drawings, field change requests, temporary works design etc.) is carried-out in support of the works programme and priorities;
- Review and validate the payment applications submitted by the Contractors and Engineer/PMC;
- Review and validate project changes and their impact (budget, programme etc.)
- Review and provides input to the project's contractual correspondences, early warning, claims, notices etc.;
- Provide input to the risk management process (e.g. risk workshops, risk registers, QSRAs etc.) and ensure that the response/mitigation action plans are implemented;
- Participate in audits and surveillances carried-out by Hafeet Rail or external parties and ensure that findings and corrective actions are properly addressed in coordination with the Quality and HSE teams;
General
- Support Hafeet Rail's other business units on issues pertinent to job function; participate in performing routine checks and inspections to ensure the highest safety and quality standards are being maintained if required
- Take care of health, safety and environmental impact both personally, and for others who may be affected in the workplace.
- Cooperate with the company and co-workers to help everyone meet their legal and company requirements.
- Adapt to, and participate in, any programs/changes in Hafeet Rail including but not limited to strategic initiatives, operational initiatives and performance uplift tasks;
- conduct any relevant work that may result from these changes as an integral part of this job description and employment contract.
- Help support the organization in extraordinary events such as claims by contractors, dispute reviews and participation in arbitration.
- Perform any other activity as required by the company both at the company premises and remotely when requested by the company.

- Remains up to date with context of the Company and the role within it to provide insight on potential opportunities and/or challenges.
- Contribute to the execution and delivery of any activities as and when required to ensure the continuity of work in the absence of other colleagues.
Knowledge, Skills, and Experience
Academic Qualifications:
- University degree in Civil Engineering or a related field.
Experience:
- Min 5 years experience working on large scale infrastructure or railway projects
- Previous experience working in a similar role (Assistant PM, Assistant CM, Project Engineer, Construction Engineer etc.) on project(s) of similar scale/complexity
Other Skills:
- Experience working in UAE/Oman (as applicable)
- Knowledge and understanding of key construction processes and methods (e.g. concrete structures, bridges, piling, earthworks, utilities, track installation etc.)
- Knowledge and understanding of core project management principles
