Associate Director

Associate Director, Intelligent Transport Systems (ITS) for a Consultancy Business

Location: Dubai, UAE

Salary: AED 40-50k per month

Position: Associate Director (Reporting to the Business Director)

Experience Required:

• Years of Experience: 20+ years

Areas of Experience:

• ITS design (Concept to Detailed Design & IFC)
• ITS Master Plan
• Alternative Mobility Master Plan
• Parking Management Systems (PMS)
• Traffic Control Centers (TMC)
• Technology Advisory

Preferred Qualifications:

• Bachelor's degree in engineering Civil or Electronics & Communications
• Master's degree in engineering or MBA is a plus
• UAE ITC approved is preferable (if UAE resident), otherwise recognized and have worked with relevant authorities in countries of work

Key Responsibilities:

Business Development:

• Support Business Unit Director with business development activities.
• Generate leads and follow-ups across territories of focus: UAE and KSA.
• Leverage and grow network to pursue the right opportunities and partnerships in line with corporate strategy.
• Drive the pursuit process for selected pursuits:
• Schedule GO/NOGO.
• Coordinate with Support Function Team to consolidate supporting documents.
• Define Strategy to Win.
• Prepare technical method statements and supporting rationales.
• Prepare detailed fee schedule (top-down / bottom-up) and risk contingencies.
• Present full bid for final management approval.
• Follow up to secure the win or lessons learned.

Project Management:

• Manage all ongoing and future projects with the full support of the unit's team.
• Technically lead & direct all tasks and deliverables.
• Manage project reviews.
• Handle contract/scope management.
• Ensure schedule/deadline management.
• Oversee risk management.
• Conduct technical QA/QC.
• Manage stakeholders clients, consultants, contractors, and authorities.

Team Management:

• Coordinate with Business Unit Director on resource allocation and priorities for all ongoing project activities.
• Build team in line with corporate culture.
• Plan new hires and technical training for all resources.

Technical Skills:

Extensive Hands-On ITS Design and Pre-Design Experience:

• Full suite of ITS systems and technologies CCTV, VMS, VVDS, OHVD, WIM, RWIS, Incident Detection, Enforcement, RVD, LCS/SCS, Traffic Count Collection, PMS, etc.
• Communication Networks
• Knowledge of both on-street furniture and backend ITS software systems / central multi-modal platforms

Experience Across Full Spectrum of Transportation and ITS / Technology Infrastructure Projects:

• ITS / Technology Masterplan
• Traffic Control System
• Parking Management System
• Public Transportation
• Alternative Mobility EV, SDT, etc.
• Traffic Management and Operations Command and Control Centers
• ITS Policies and Manuals

Experience Across All Stages of Transportation Project Lifecycle in Consultancy Background:

• Technical feasibility studies and gap analysis
• Requirements gathering and implementation strategies / roadmaps
• Benchmarking and desktop studies
• Pre-design concept of operations
• Design stages preliminary and detailed
• Supporting documentation specs, BoQ, standard details
• Tendering process
• Pre-construction support technical documentation review
• Construction supervision and handing over
• Operation and maintenance supervision
