Budget & Pricing Specialist
The Budget & Pricing Specialist will be responsible for developing compliant and competitive pricing budgets for cooperative agreements. This role involves analyzing solicitations from various governmental and non-governmental entities, developing detailed project pricing budgets, and supporting the business development process to ensure the successful acquisition of new and follow-on business. The Pricing Specialist will work closely with cross-functional teams, including program managers, technical leads, and external partners, to ensure that budgeting aligns with both CRDF Global standards and customer requirements.
Major Responsibilities - Proposal Budgeting and Development:
- Review and analyze the budgeting and business requirements of solicitations, leading the development of pricing budgets in coordination with the assigned team lead and support staff as appropriate.
- Design and implement pricing budget templates compliant with CRDF Global's standards and solicitation requirements, using advanced Excel functions.
- Develop detailed budget narratives to justify each line item in the budget, explaining how amounts were derived, ensuring consistency with the organization's documented policies, and describing the source and rationale for all proposed costs, including any applicable cost-share contributions.
- Coordinate with the assigned Team Lead to set pricing deadlines, ensuring the integration of pricing into the full proposal lifecycle.
- Collaborate with finance teams to:
- Ensure that budgets accurately reflect costs and that any required realignments, modifications, or extensions are properly managed.
- Ensure that costs treatment are accurately aligned with US Government regulations and CRDF Global's strategic direction.
- Prepare and document the Basis of Estimate (BOE) and conduct financial analysis to support budgeting proposals.
- Participate in internal proposal gate reviews, presenting budget inputs and to senior management.
- Review and validate budget data submitted by internal teams and external partners, ensuring accuracy, completeness, and consistency.
- Prepare budget revisions and updates based on customer feedback and responses. This includes revising budgets, repricing as necessary, and adjusting cost estimates to align with customer requirements and expectations. Ensure that all changes are accurately documented and communicated to relevant stakeholders
- Support negotiations with customers and subcontractors as needed, by providing detailed budget breakdowns and justifications for proposed revisions or updates
- Update and maintain pricing and budget files, subcontract proposal files and databases in accordance with CRDF Global's internal procedures and IT guidelines.
- Work closely with support teams including:
- General Service Contracts (GSC), Travel and Logistics (T&L) and Grants to ensure that budgeted costs for goods and services are accurate and reflect market conditions. Assist in developing cost estimates for GSC services and T&L needs in project proposals.
- Work closely with Talent Management to provide accurate buildup of labor rates for proposed/budgeted positions.
- Serve as a budgeting advisor to internal teams, providing guidance and training on budgeting practices and compliance requirements.
- Stay updated on the latest trends, tools, and regulations related to budgeting and financial management in the international development sector. Pursue continuous learning opportunities and apply new knowledge to improve budgeting processes and outcomes.

Minimum Qualifications
- Bachelor's degree
- 3-5 years of professional experience in budgeting, forecasting, and/or finance
- Preferred experience with bid and proposals for professional services, Cooperative Agreements and Firm Fixed Price contracts
- Knowledge of Federal procurement activities, including understanding of the Cost Accounting Standards, Federal Acquisition Regulations (FAR), and Federal procurement practices preferred.
- Ability to perform profitability analysis and forecasting.
- Experience developing and modeling forecasts and budgeting options for complex proposals or programs and providing what-if analysis and scenarios
- Demonstrated ability to identify risks and lead solutions and cost savings exercises
- Strong skills in organizing and managing time across multiple tasks and customer needs; capable of working independently
- Experience interfacing with senior management levels and able to handle a fast-paced, demanding environment
- Proficiency in the standard set of MS Office programs with advanced MS Excel skills
- Possess and display high ethical and business standards
