Purpose and Scope:
To provide leadership, engineers, technicians, and AMP Managers and Sub-AMP Managers with asset visibility through the use of the USAF BUILDER SMS database. The SMS influences when, where, and how to best maintain the Air Forces built infrastructure. The Contractor shall assist the Government in asset visibility through the sustainment of all base-level assets in the SMS and by providing proficient technicians to support the installation Built Infrastructure Assessment Team (BIAT) function to fulfill those services. To advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions. To work with the Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly added to SMS.
Essential Responsibilities:
To use subject matter experience combined with risk management techniques, MDI, and wing-driven priorities to advise on establishing and defining system level priorities within respective Sub-AMPs. Will support the installation Built Infrastructure Assessment Team (BIAT) function to determine which assets should be added to the SMS inventory based on AMP and Government guidance, and to perform condition assessments in accordance with the asset visibility services described in this PWS. To conduct periodic quality reviews of systems (i.e., SMS, NexGenIT, GeoBase, etc.) as related to respective Sub-AMPs. To work with the Real Property Officer (RPO) to advise and to reconcile Real Property (RP)/RPIE inventory discrepancies between SMS and base RP records. To advise and assist the Government in defining and prioritizing requirements within respective activities. Use SMS to assist the Government with requirements in respective Sub-AMPs. To maintain the SMS BUILDER facility inventory 100% in synchronization with the Air Force Accountable Property System of Record (APSR), NexGen IT.
To use, maintain, and update a USAF Sustainment Management System (SMS), currently BUILDER, capable of batch filing and producing reports that meet the requirements of this PWS. Must manage and administer functions of the BUILDER SMS database to ensure optimum access and usage of the database, and to ensure the accuracy, integrity, and currency of the data. Will input and provide quality assurance of all necessary database entries in conjunction with other squadron flights. The guidance contained in the SMS Playbook and its attachments will supplement the requirements of this PWS, and can be found on the CE Playbook website: https://www.ceplaybooks.com/playbooks/. To provide and maintain asset visibility of all facilities at the facility level and at the three subordinate levels (below facility level) through the detailed inventory of the facility systems, components, and component-sections that comprise each facility. The term Facilities as used in this section includes all facilities that are classified with Real Property Asset (RPA) Type B (Buildings), Type S (Structures) and Type LS (Linear Structures). Must maintain, update, and create detailed inventory data on all Type B, S, and LS facilities. Will oversee the facility inventory of BUILDER and makes updates to reflect accurate information. Will include all installation real property installed equipment (RPIE) in the BUILDER database. As detailed in this PWS section, the person will inventory and enter RPIE into the BUILDER database. This requirement applies to RPIE not previously inventoried and RPIE components replaced during the course of maintenance. The Government representative will provide a comprehensive listing of real property category codes designating which real property assets are classified as Facilities and must be maintained in the BUILDER database. To conduct Facility Condition Assessments (FCAs) on all RPA Type B, S, and LS facilities on all of the inventoried systems. Perform other duties as assigned by the contract requirements under asset visibility and BUILDER.
Minimum Position Knowledge, Skills and Abilities Required:
REQUIRED QUALIFICATIONS: Must be able to obtain and maintain a SECRET US Government Clearance. Note: US Citizenship is required to obtain a SECRET Clearance. Ability to adapt to frequent change and a hectic, fast-paced work environment. Strong interpersonal skills and ability to deal with others in a positive, customer-focused manner. Ability to comprehend written and oral instructions. Ability to communicate effectively, both orally and in writing, using proper grammar, spelling, and punctuation. Experience with working and communicating with the Government or military personnel. Ability to generate reports and lead meetings as required by the Customer. Must be detailed oriented with respect to working with management, co-workers and the Customer. Ability to use computers and computer software for recording, modifying, tracking, and displaying data, developing charts and graphs, and word processing. Assemble, format, and/or author routine correspondence, reports, forms, and memorandums from various files or rough draft format using MS Office applications.
Must have BUILDER 1 and BUILDER 2 Certifications.
REQUIRED EXPERIENCE: Two to three years of experience in a similar role and/or operations. Must have detailed inventory management experience, particularly in a government or military environment.
REQUIRED EDUCATION: High School diploma or equivalent, with additional training in the use of computers for data entry, word processing, reporting, spreadsheets, etc.
PREFERRED QUALIFICATIONS: Similar military experience. Facilities, project management, inventory management and operations experience. BUILDER Data Management experience. Associate degree or higher in project or inventory management a plus.
Work Environment, Physical Demands, and Mental Demands:
Work tasks may require the person to lift, bend or stoop. The physical demands described here are representative of those that an employee may perform on an occasional to regular basis while performing functions of this job. Living and working conditions at the assignment location could be remote and uncomfortable. Must have the ability to work well with others, to include the Government.
