Job Purpose:
Leading the department in collecting financial payments, preparing marketing plans for distributing and selling products. In addition to coordinating with all responsible units to take over operational matters related to sales and after-sales services.
Responsibilities:
- Participate in the formulation of objectives and strategic plans for the Business and Collection Services Department to enable the Saudi Irrigation Organization's strategy and deliver the best services.
- Manage the execution of the strategy, objectives, and strategic plans of the Business and Collection Services Department in alignment with the strategy, mission, and vision of the Saudi Irrigation Organization.
- Prepare the annual work plans for the Business and Collection Services Department in alignment with the Saudi Irrigation Organization's strategy and monitor the execution according to the period and allocated budget.
- Prepare the annual budget for the Business and Collection Services Department based on its strategic plans and in coordination with the General Department for Finance.
- Ensure the application of governance policies and procedures within the scope of the Business and Collection Services Department and endorse the compliance of its activities with the applicable standards and laws.
- Develop policies, processes, and procedures for the Business and Collection Services Department, in alignment with approved regulations, systems, and best practices.
- Evaluate the performance of the Business and Collection Services Department based on strategic indicators and submit related reports to stakeholders.
- Work closely with the Risk and Compliance to identify and mitigate the risks associated within the Business and Collection Services Department proactively and effectively, and to protect the Saudi Irrigation Organization from any threats.
- Develop periodic and on-demand reports to the Business and Collection Services Department leadership and entities, as needed.
- Collaborate with other departments within the Saudi Irrigation Organization to ensure balance and coordination in achieving the Organization's strategic objectives.
- Develop marketing plans for renewable water sales and distribution services to attract new customers, work on their application, study the impact result from them, and submit the necessary reports to the concerned stakeholders.
- Develop customer service management plans and improve the customer experience before, during and after obtaining renewable water sales and distribution services from the organization.
- Manage and improve after-sales operations and services for customers of the sales and distribution of renewable water services provided by the organization and measuring customer satisfaction.
- Manage all private sales operations renewable water sales and distribution services represented in pre-sales during sales and after sales operations.
- Conduct the necessary administrative studies for water purchase requests in coordination with the concerned organizational units and determine the price and quantity allocated for each request.
- Follow up on the work of delivering water to the customer in coordination with the competent office / branch and inform the customer of the developments and expected periods to complete the process of providing water.
- Develop and define billing systems (monthly or quarterly). In addition to design and update the collection process to raise profitability by granting facilities in paying users bills.
- Issue the organization's customers invoices and payment schedules based on sales agreements and according to approved accounting policies and procedures.
- Collect financial allocations from the sale of renewable water to the customers of the organization and follow up with its customers to settle the financial accounts and ensure their accuracy and completion within the specified deadlines.
- Guide, train, and motivate the team and provide continuous development opportunities.
Qualifications:
- Bachelor's degree in Accounting, Finance or Business Administration.
- 12+ years of experience in similar fields of work in local, regional, or international financial institutions.
- It is preferable to obtain a professional qualification in the field of Accounting from an internationally renowned Association (CA, CMA, CPA)
- Experience in the public sector in Saudi Arabia is preferred.
