Job Purpose
The job holder is required to participate in the creation, maintenance and updating of the Cargo & Mail. Handling (network wide) and Dubai Cargo Handling Instructions, as directed by government publications and legislative requirements, in order to facilitate system-wide compliance of Emirates SkyCargo standards & safety procedures. The Job involves all aspects of analysis of recommendation and remedial measure related to deviation trends and repeated safety accidents and incidents to operational procedures at global level. This job holder also be responsible for managing the inventory level of the stock and ordering IATA manual in a cost effective manner.
Job Outline:
- Research, formulate, develop and update the Cargo and Mail Handling manual and Dubai Cargo Handling work Instructions, worldwide RFS including timely revision bulletins, covering all areas of cargo operations. Including timely revision bulletins in accordance to regulatory requirements, standard & recommended practices (i.e. IOSA, IATA, GDP, CIQ) and customer requirement covering all areas of cargo operations.
- Participate and provide critical inputs to CS&PC in the area of cargo operational, safety and security matters and contribute towards formulation of recommendation on these policy issues.
- Actively involved in project plans such as introduction of new stations, passenger and freighter aircraft
additions, Sky Chain projects on all operational aspects, representation of SkyCargo as focal point for all sub projects under CLC, Group Safety, Customs, IT and Group Security related specific national security programmes.
- Identify system gap against standard and procedure and actively taking part in developing and redesign current system and ensure implementation of network-wide compliance. Focus on areas with an identified potential for safety related incidents such as carriage of dangerous goods and other special cargo, as outlined in the Cargo & Mail Handling Manual, in order to promote safety in the work environment and aircraft operations.
- Ensure compliance of security related provisions for the acceptance of cargo by GHAs as well as facilitation of BUP procedures sought by specific customers through liaison with /Group Security.
- Liaise with Local regulatory and outstations representative by providing necessary support to ensure validity of Dangerous Goods transport permits and other transportation permits where necessary.
- Review, estimate and procure third party supporting quality documents (IATA and ICAO manuals) in timely manner to ensure effective and efficient budget execution and ascertain timely and effective cost control of manual distribution to network.
- Taking part in risk assessment of cargo operation process and reported hazard, draw conclusions to act as inputs for potential policy and/or process procedure review towards continuous improvement.
- Provide assistance to station for clarification and guidance on implementation of change, new/amended policy/process/procedures and ensure analysis for effectiveness of the same.
- In co-ordination with Cargo Managers and other key stakeholders to guide the team in monitoring network- wide cargo operations processes and procedures in relation to instances of non-compliance,
- Act as an advisor to SkyCargo across the network on all cargo operational matters and support the implementation of corrective measures network wide through guidance on cargo operational issues.
- Participate in station start up activities by ensuring positioning of the required cargo operational start up
Items and the necessary publications including operations related manuals and procedures.
- Co-ordinate with Training and Route Management to ensure provision of operations related training to new station personnel.
- Co-ordinate with IT department to ensure access for manuals, system and network directory has been effectively distributed and updated.
- Managing and coordinating specific station requirements, queries, process and procedures and to ensure all related working guidelines are hosted and effectively updated and controlled such as CIS pages, info space and skycargo.com
Cargo Regulatory Affairs Officer
- Identify all network wide customs ACI ( Advance Customs Information) changes in a timely manner and establish contact with the regulatory bodies either through IATA or through the local station Cargo Manager and review and study the customs requirements (customs legislation/documentation) in detail.
- Conduct impact analysis as quickly as practically possible and negotiate and address with the applicable stakeholders on practical difficulties and impact on the customers and operations whenever applicable.
- Evaluate the change requirements, conduct deep analysis from messaging requirements, system enhancements, create business requirements and conduct user tests, assist in developing associated standard operating procedures and training and when required conduct network briefings and effectively implement the Regulatory requirements without any impact to the business or to customers.
- Actively involved in all PLACI projects- Evaluate the regulatory requirements and prepare project plan, evaluate the impacts, additional manpower and system requirements, bring all stakeholders together and track the action plans and monitor the implementation progress.
- Coordinate with the Regulatory Bodies and Emirates Group Security and develop security procedures for Emirates SkyCargo fully meeting NCASP, AOSP, EU ACC3, TSA, MOT and other country regulatory requirements. Regularly review and support in updating the operating procedures to ensure Emirates fully meets all Regulatory security protocols.
- Manage all Emirates SkyCargo regulatory and non-regulatory training syllabus in coordination with the subject matter experts and Learning and Talent teams. Periodically review (as per the regulatory and internal requirements) and update the content to ensure contents reflect the actual operating procedures. (Approximately 20 courses in a year). Design and develop all new operational trainings for Emirates SkyCargo in coordination with all internal and external stake holders.
- In coordination with Learning and Talent team, complete GSP governance programme to meet GCAA requirements. A minimum of 60 stations GSP trainings (approx. 200 courses) to be reviewed and signed of in a year. All identified Gaps to be fixed appropriately.

- Experience in the airline industry preferably in a cargo/logistics environment
Knowledge/skills:
- Thorough knowledge and understanding of Emirates SkyCargo Standards and Procedures and IATA Regulations,
- Sound knowledge of regulations related to the handling of dangerous goods, perishables, Pharmaceuticals and live animals.
