Job Description

Duties

  • Serves as Contract Specialist (at times warranted contracting officer) working on pre-award and post award contracts within the organic industrial base at the nations sole explosive production Government Owned Contractor Operated (GOCO) facility.
  • Monitors the progress on contracts through conversations, correspondence, reports, vouchers, and visual verification / validation of performance in the production area.
  • Ensure contractor compliance with contractual safety, regulatory, government real property and equipment, security and quality assurance requirements.
  • Responsible for review and evaluation of contractors proposals preparing the Government's negotiation position, Forward Pricing Rate Agreements and negotiating at the discretion of the contracting officer for pre-award and post-award functions.
  • Studies documents, interprets contract terms, and determines administratively the soundness of expenditures under these terms as they fall into categories
  • Provides recommendations based upon interpretation of resulting data, from which impartial determinations are made in dispute cases regarding facts found in connection with allowability of costs incurred or for other reasons.
  • Ascertains the necessity of contract modification or amendment reviews contractors proposed procurement actions from the standpoint of propriety.

  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This position requires a pre-employment physical.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations (including dangerous weather conditions).
  • Commensurate with mission requirements, can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • Position is designated as Emergency Essential to support the Command's mobilization and wartime mission during periods of increasing tension and mobilization.
  • Incumbent must sign DD Form 2365 (DoD Civilian Employee Overseas Emergency - Essential Position Agreement).
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations. Applicants will be required to sign a statement consenting to seasonal influenza vaccinations.
  • This position meets the requirements for category 1 per DoDI 6205.02, July 23, 2019 and as such, unless otherwise directed, must meet all immunization requirements for identified overseas location.

Basic Requirement For Contract Administrator:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below:

Specialized Experience: One year of specialized experience which includes: 1) Reviewing contractor proposals for compliance with requirements; 2) Initiate solicitation amendments or contract modifications for approval of the contracting officer; 3) Reviews administrative documents supporting contractor transactions presented for reimbursement by the Government ensuring reimbursement procedures are followed; AND 4) Advises contractor personnel representatives on the Government's policy in connection with probable approval/disapproval of specific proposed or completed actions..

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.

  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
