Overview
Looking for a dynamic individual to support managing moderately complex contracts. Will be responsible for responding to Requests for Proposals (RFPs), negotiating change orders, reviewing and submitting contract deliverables, guiding customer change requests, and overseeing all contract administration tasks associated with assigned contract(s). Provides knowledge to the team in government regulations and is the initial and primary point of contact for all contractual communications with the customer, e.g. government agencies, DCMA, DCAA and commercial entities for assigned programs. Under the direction of their supervisor, ensures contracts are in compliance with contract requirements, corporate policies and directives, legal decisions and opinions, and all FAR and agency specific guidelines. Identifies and resolves complex issues by exercising sound reasoning skills, knowledge of contracts, and ethical judgment within broadly defined practices and policies. Must have exceptional communication skills, both oral and written, along with strong MS Office skills.
Responsibilities
- 1. Provides pre and post award administration of a variety of contracts, including CPAF, FFP, FPAF, T&M, LH, IDIQ, BPA and BOAs, etc.
- 2. Provides data entry of contractual information into financial databases and/or systems, shared areas, and SharePoint sites
- 3. Also establishes, organizes, and assists in the maintenance of electronic files for contractual documents
- 4. Retrieves data from systems to prepare and organize departmental reports and summaries and processes and retains requests for re-delegation of authority memorandums
- 5. Assists with and monitors status of departmental data calls
- 6. Performs external customer liaison activities to include attendance at customer meetings, correspondence both verbal and written with customer personnel, and leading meetings with internal and external customers
- 7. Makes recommendations to management to execute contractual documents such as modifications, Memorandum of Agreements, Administrative Change Letters, and Letters of Technical Direction. Reviews such contractual documents to identify scope and clause changes, funding or contract value changes, and provides input to support any risk associated with acceptance of modifications
- 8. Supports program teams to prepare and route Management Funding Authorizations (MFAs) when contracts have not been finalized or during a funding shortfall while adequately determining and documenting the risk level to the corporation
- 9. Develops and works with internal customers to create and process notification letters to customers involving scope changes, limitation of cost and funds, operational issues, and requests for assistance
- 10. Involved in review of proposal documents in support of government requests for proposal. Also provides recommendation for changes to proposals and verifies compliance with the government's request. At times, involved in creation of proposal documentation
- 11. Reviews contracts deliverable requirements to the customer and provides recommended changes. Submits contracts deliverable requirements to the customer when necessary
- 12. Assists with A/R collections on assigned contracts
- 13. Builds positive relationships with all corporate departments and operational teams by maintaining excellent internal and external customer service standards
- 14. Assists with creation or modification of contractual documents
- 15. Supports the Compliance Team with program level and customer audits of assigned contracts
- 16. Attends training both for internal compliance requirements and specialized courses that provide enhanced job-related skills
- 17. Perform other related duties
Qualifications
- Minimum Qualifications
- Education: One year related experience may be substituted for one year of education, if degree is required.
- High School graduate.
- BS/BA in Contracts , business Administration, Management, Finance, Acquisition, or related field.
- Experience:
- Minimum of 2+ years experience in contracts field
- Understanding of the Federal Acquisition Regulations (FAR), agency supplements and the Govt. acquisition/RFP process.
- Other:
- Travel up to 25% required.

- Individual must be a self-starter with an extraordinary attention to detail and must possess exceptional organizational and critical thinking abilities.
- Excellent written and oral communication skills are required, to include the ability to effectively communicate face-to-face with customers and other professionals regarding complex issues real-time in a professional manner.
- Exceptional inter-personal skills in a diverse and potentially geographically dispersed team environment are essential and the individual must possess very strong abilities in building and maintaining professional relationships.
- Strong business acumen and team partnering mentality is essential.

- Proficient in the use of computers and computer software programs such as Word, Outlook, PowerPoint, and Excel.
