Title: Debt Manager

Roles and Responsibilities:
- Implement approved strategies and policies
- Manage the office's organizational units, monitor their performance, and prepare reports to prevent duplication of objectives and tasks between them
- Preparing the strategic and operational plan proposal for the department, developing performance indicators for work.
- Propose public debt management strategies and policies to the Government.
- Coordinate with central bank to develop and implement public debt management strategies and policies
- Develop necessary proposals to improve work and submit them to senior management for approval and implementation.
- Periodic follow-up of performance indicators, review of completion rates, evaluation of the Department's employees performance, and preparation and submission of the Department's annual report for top management
- Strengthen relationships with external partners to establish strategic partnerships, develop and motivate internal partners, and manage change to ensure efficiency and effectiveness.
- Lead, guide, review and approve work procedures and methods, KPIs and quality of the Department's operations
- Monitor administrative processes such as planning, budgeting, reporting, service provision, monitoring, evaluation and improvement
- Develop internal plans to develop a culture of team building and continuous learning to ensure high quality delivery of work
Qualifications:
- Certified Market Risk Professional
- MSc in Financial Control
- Certified Public Accountant (CPA)
- Certified Treasury Professional
- UAE VAT Compliance Diploma
- Certified Professional Compliance Certificate
- CFA
- ACCA Certificate
- Certificate in Real Estate and Financial Models
- Certified Management Accountant
