Summary:
We are seeking a highly motivated and experienced Digital Industry Global Partnership and Investment Expert. The ideal candidate will play a critical role in identifying, fostering, and managing regional and international partnerships and alliances to support the growth of the digital economy in the GCC country. This position requires a strategic thinker with a strong background in technology, investment, and partnership development.
This is a part-time, hybrid position based in Doha, Qatar.
Key Responsibilities:
Strategic Responsibilities:
- Lead the development and execution of strategies to establish regional and international partnerships in alignment with the Digital Economy Development Section's annual work plan and the department's strategic objectives.
- Identify and engage potential partners to facilitate collaborations that enhance the digital economy.
- Develop and monitor Key Performance Indicators (KPIs) to measure the success and impact of alliances, providing regular reports to the Section Head.
- Formulate policies and procedures that support international and regional partnerships, ensuring alignment with the department's objectives and global best practices.
- Recommend improvements to operating procedures and systems to enhance collaboration efforts.
- Assist in preparing and managing the annual operating budget with a focus on initiatives that foster international and regional partnerships.
- Ensure strategic management of the team's budget and resources, prioritizing investments that support valuable alliances.
Operational Responsibilities:
- Develop strategies to attract foreign direct investment and enhance the ICT market.
- Foster strategic global partnerships with agencies relevant to the national priorities and strategic mandate of the Public Sector entity.
- Create and implement investment strategies supporting national organizations, working closely with the Section Head and other departments.
- Conduct extensive research to identify investment opportunities and potential partners in the ICT sector, with a focus on technology companies, startups, and emerging technologies.
- Stay updated on industry trends, market developments, and investment opportunities.
- Analyze market data to identify investment opportunities for SMEs and startups in the country.
- Assess financial feasibility, structure investments according to international standards, and ensure appropriate risk allocation.
- Lead negotiations and sign agreements and MoUs with partners for knowledge sharing and startup scaling.
- Collaborate with stakeholders, including sponsors, government agencies, and financial institutions, to establish partnerships.
- Develop and nurture strategic partnerships through collaboration, negotiation, and establishing mutually beneficial relationships.
- Liaise with regional and global partners regarding strategic engagement and communication of priorities.
- Maintain strong relationships with partners to foster long-term collaboration and mutual growth.
- Drive assessment of partner performance and address issues during agreement execution.
Other Responsibilities:
- Supervise subordinates to enhance their capabilities and ensure achievement of objectives.
- Evaluate job performance of subordinates and recommend necessary improvements.
- Hold regular meetings with the team to ensure clear priorities and smooth workflow.
- Review periodic reports from subordinates to ensure timely and accurate submissions.
- Ensure periodic submission of reports to the Section Head and Director, identifying significant risk exposures and control issues.

Qualifications:
- Bachelor's degree in Economics, Computer Science, Business Administration, or a related field.

Experience:
- Minimum of 10 years in the technology/digital sector, with at least 6 years in digital economy development, global financing, investments, partnerships, and alliances.
- Experience in government or public sector organizations is preferred.
