Role Purpose
The Director of Fire Safety & Emergency Medical Services, EMS shall provide strategic leadership and direction for all occupational safety, health, fire safety, and ambulatory management systems across NEOM organization. This role will ensure alignment with NEOM's core values and oversee the development, monitoring, and measurement of strategies, business plans, and initiatives related to fire safety and ambulatory services. This role is pivotal in formulating and executing innovative EMS strategies to ensure superior emergency medical response and service delivery. The Director oversees all facets of EMS activities, including the integration of cutting-edge technology, compliance with legal and regulatory standards, and effective management of both NEOM employees and external contractors. This position ensures the highest standards of service quality, operational efficiency, and stakeholder satisfaction.
Key Accountabilities & Activities
Key Responsibilities:
- Develop and implement a comprehensive fire safety program for Public Safety.
- Ensure compliance with all local and international fire safety regulations and standards.
- Lead and manage the fire safety team, providing guidance and support as needed.
- Conduct regular fire safety audits and inspections to identify potential risks and hazards.
- Develop and deliver fire safety training programs for staff.
- Provide strategic leadership for occupational safety, life safety, health, fire safety engineering, and ambulatory services at NEOM.
- Develop and implement Ambulatory Services management systems (corporate and sector-specific), embedding a risk-based and competency-based approach.
- Lead fire safety and ambulatory services audits and ensure compliance across NEOM.
- Ensure legal compliance through the development and monitoring of life safety, fire safety, and ambulatory services policies, emergency response, fire accident investigations, injury reporting protocols, and first aid provisions.
- Develop and execute comprehensive EMS strategies and objectives aligned with NEOM's vision and regional needs.
- Formulate and enforce policies, protocols, and procedures to ensure the highest quality of EMS delivery.
- Oversee the strategic deployment and efficient operation of ambulatory services across NEOM.
- Leverage advanced technologies to enhance EMS efficiency and effectiveness.
- Provide executive oversight and leadership for NEOM employees and contractors in EMS operations.
- Lead, mentor, and support the professional development of EMS staff.
- Ensure all EMS operations comply with applicable laws, regulations, and NEOM policies.
- Design and implement robust quality assurance programs to maintain superior service standards.
- Serve as the primary executive contact for all EMS-related incidents and activities.
- Coordinate high-level emergency response efforts and manage complex emergencies.
- Collaborate with internal and external stakeholders to enhance and innovate EMS services.

- Deep understanding and experience in developing Occupational Safety and Health (OSH) best practices.
- Extensive understanding of accident causation and prevention methodologies.
- Experience in implementing and driving safety management systems, fire safety management programs, and ambulatory services management.
- Detailed knowledge of quality assurance, efficiency, and performance management processes and procedures.
- Ability to build relationships, credibility, and trust quickly, and influence people at all levels both internally and externally.
- Strong leadership and team-building skills with the ability to inspire and lead a diverse workforce.
- Extensive experience in fire service leadership, managing fire protection services, and emergency response operations.
- Experience in managing ambulatory services, including emergency medical response and patient transport.
- Excellent organizational, strategic planning, and problem-solving skills.
- Familiarity with the latest fire protection and ambulatory service technologies, equipment, and best practices.
- Strong budgeting and financial management experience.
- Exceptional communication and interpersonal skills, with the ability to engage effectively with the public, elected officials, and other stakeholders.
- Certifications such as Executive Fire Officer (EFO), Chief Fire Officer Designation (CFOD), or equivalent are highly desirable.
- Must possess or be able to obtain relevant state certifications for fire service and ambulatory service professionals.
- In-depth knowledge of medical protocols, patient care standards, and emergency medical services (EMS) regulations.
- Proven experience in crisis management and emergency response coordination.
Qualifications
Experience:
- Extensive years experience in life safety, fire compliance, and ambulatory services, including Occupational Safety experience.
- Extensive years in a leadership role in a complex, multi-disciplinary development company.
- Relevant experience supporting field services and experience in health, safety, life safety, and ambulatory services on large capital projects in the Middle East, ideally within KSA.
- Experience with Behavioral Based Safety programs.
- A Bachelor's degree (or higher qualification), or equivalent, in fire science, public administration, emergency management, health administration, or a related field. A master's degree is preferred.
- Strong knowledge of NFPA and life safety codes.
- Certified Safety Auditor and/or NFPA Certifications or equivalent.
- Relevant certifications in ambulatory services, such as Certified Ambulance Service Manager (CASM) or equivalent.
- Extensive knowledge of health, safety, fire safety, and ambulatory services laws and regulations.
- Ability to build relationships and influence stakeholders at all levels.
- Strong budgeting and financial management experience.
- Excellent organizational, communication, and interpersonal skills.
- Familiarity with the latest technologies and best practices in fire protection and ambulatory services.
- Experience in managing emergency medical response and patient transport services.
- Specific experience working on large-scale projects in the Middle East, with a strong understanding of local regulations and cultural considerations, particularly in KSA.
