Job Description

Role Purpose

The Director of Health Planning will be responsible for leading strategic planning, overseeing the execution of health initiatives, and ensuring alignment with NEOM's broader vision. This role will require an innovative thinker with a deep understanding of global health trends and a passion for transforming healthcare through collaboration and cutting-edge technology.

The role entails leading the design, implementation planning, and continuous enhancement of the NEOM Health System, including Model of Care, Services Portfolio, Operating Model and Capacity Planning, etc.

The Director is expected to work closely with the division heads to ensure effective system integration and to ensure the coordination of the implementation roadmap to enable provision of distinctive, innovative and evidence-based health and wellbeing services.

KEY ACCOUNTABILITIES & ACTIVITIes

Strategy, Planning and Coordination

  • Oversee the development and delivery of the health system strategy and structure, coordinating with respective directors to ensure integrated system design and effective/coordinated delivery of strategic initiatives
  • Define objectives and develop a strategy and implementation plan for the NEOM Health system
  • Align with health authority on fulfilling the law & regulations requirements for health provision and services
  • Align with other sectors and the regions (as appropriate) on the overall plan
  • Ensure alignment & oversee the integration of divisions sub-strategies to realize the overall health strategy
  • Actively search for innovative health system design models and suggest for implementation in NEOM
  • Establish budgets for service design and development, ensuring cost-effectiveness.
  • Prioritize funding based on potential impact, community needs, and return on investment.
  • Support in the planning for the corporatization of sector as subsidiary of NEOM company

Services design and development

  • Engage with academic and research institutions for evidence-based planning.
  • Design healthcare services that are patient-centered, emphasizing personalization and precision medicine.
  • Prototype and test new service models, incorporating feedback from healthcare providers, patients, and other stakeholders.
  • Use evidence-based practices to inform service design, ensuring efficiency and effectiveness.
  • Integrate genetic, environmental, and lifestyle data to offer personalized health recommendations and treatments.
  • Design preventative services that emphasize early detection, risk factor management, and health promotion activities tailored to individual needs.
  • Develop services that address health risks related to specific occupations, offering preventative and curative solutions.
  • Collaborate with industries and employers to ensure the occupational health services are effective and relevant.
  • Identify and implement digital health platforms, telemedicine solutions, and AI-driven tools to enhance service delivery and personalization.
  • Integrate wearables and IoT devices to collect real-time health data for better patient monitoring and personalization.
  • Ensure services incorporate emergency response and resilience measures.
  • Collaborate with emergency services, community organizations, and other stakeholders to create integrated response strategies.

Regional Planning

  • Work with the various regions to understand the forecasted masterplans and demographics to forecast demand, services and assets
  • Work with the HWB Assets and Operations teams to develop the regional plan for health provision and agree with the region
  • Work with the regions to ensure fit-for-purpose development and roll-out plans and ensure plans are adjusted as needed

Project delivery and Risk Management

  • Identify potential partners and source providers for decided projects
  • Oversee and supervise development of scope of work documents to support new contract establishment or renewal of existing contracts
  • Implement structures and processes for initiation and follow up on projects and initiatives
  • Develop a capacity planning capability with a dynamic model that supports scenario planning over time
  • Further develop the Model of Care and implementation plan for different time horizons
  • Further develop the Operating Model and implementation plan for different time horizons
  • Develop detailed project plans for every project and initiative
  • Supervise monitoring and evaluation of contract delivery and project performance
  • Provide periodic reports regarding project progress, challenges, risks, and mitigation plans
  • Support in external communications activities (incl. internal/external marketing of the sector, maintaining promotional materials, developing strategic communications, etc.)

Policies, Processes and Procedures

  • Drive the design and implementation of policies, procedures covering key areas of health activities to ensure relevant procedural/legislative requirements are fulfilled while delivering high impact and achieving results effectively & efficiently
  • Lead the identification of opportunities for continuous improvement of systems, processes, and practices considering leading practices, improvement of business processes, cost reduction and productivity improvement
  • Monitor day-to-day activities to ensure compliance with stipulated policies and procedures
  • Maintain marketplace knowledge and awareness of Sector leading practice, and identify recommendations for corrective measures, updates and improvements where required
  • Conduct comprehensive research on trends in Technology and regularly provide Director with leading practice reports

Relationship and Stakeholder Management

  • Establish working relationships with relevant internal and external stakeholders and internal NEOM sectors
  • Engage with healthcare professionals, community leaders, technology partners, and patients to co-design services.
  • Build partnerships with research institutions, academia, and tech companies to remain at the forefront of innovation.
  • Initiate and maintain stakeholder relations, and ensure feedback on issues, challenges and unmet requirements are taken care of
  • Oversee progress reports directed to all relevant stakeholders to keep them informed of progress
  • Actively gain exposure and insights to local market development, business opportunities and regulatory landscape
  • Act as a role model for the sector in interaction with other sectors and departments

People Management

  • Build and develop a team around the Health System Design
  • Lead by example, supervise and coach team members and colleagues to perform at their best
  • Collaborate with HR to identify and recruit talent for sector
  • Set performance objectives, provide necessary support, evaluate / appraise incumbents and provide regular feedback on performance
  • Develop and implement career development pathways for team members.
  • Promote a high-performance working environment embracing NEOM's values

Knowledge And Experience

  • 15+ years of experience in healthcare from clinical practise and management
  • 5+ years of experience in health system development and planning
  • National and international experience is preferred
  • In depth health system design knowledge
  • Extensive leadership experience
  • Significant experience in formulating strategic and analytical recommendations

Education and Certifications

  • MD, Consultant in specialised area of medicine
  • Master's degree in Health Management, Public Health or related topics is beneficial
  • Research Publications is expected
