Technical Requirements and Governance Manager - Tornado Grade: 12 Location: Riyadh JOB PURPOSE BAE Systems is the UK Government s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons. JOB ACCOUNTABILITIES The Technical Requirements and Governance Manager Tornado is responsible to the Head of Engineering RSAF Tornado for all aspects of the Engineering Requirements, Governance and Assurance and ensuring that the Tornado Programmes are compliant with the Engineering & Maintenance Functional Governance Manual. - The Job Holder is responsible for ensuring that all engineering solutions to meet the Tornado Customer Requirements are captured and derived to an appropriate levels to ensure solutions are aligned and deliver mutually agreed outcomes thereby supporting the pursuit and implementation of a profitable business. - The Technical Requirements and Governance Manager Tornado is a key point on behalf of the Head of Engineering RSAF Tornado for functional engagements with BAES-SA Engineering Function regarding aspects of the Tornado Programme. - The Job Holder will be responsible for the leadership, management and co-ordination of all areas and people under their control. - This role facilitates the requirements capture and closure for existing and future programmes. RECRUITMENT SPECIFICATION Producing and maintaining the Tornado Engineering Exposition. - Develop an Engineering Management Framework used for the delivery of products delivered through Tornado Services that meets the requirements outlined in the BAES-SA FGM. - Producing and maintaining the RSAF Tornado Requirements Management Plan (RMP), Configuration Management Plan (CMP) and Change Management Plan (ChgMP). - Producing and maintaining a signatory matrix to define the approval signatures for the main deliverables controlled by the Engineering Management Framework. - Ensure that all customer, legislative, regulation requirements / standards are defined and flown down to internal stakeholders and external suppliers. - Undertake / support internal audits of the Tornado Engineering Management System. - Provide support to the Head of Engineering RSAF Tornado to ensure that complex engineering issues relating to the integration of projects / solutions are documented and managed through the Tornado Project Delivery Teams. Support the Head of Engineering RSAF Tornado to ensure that all Project Engineering Managers apply ELCM appropriately to their BAE SYSTEMS SAUDI ARABIA Job Description programmes, comply with the E&M FGM and ensure that records are accurately recorded in the Business Documentation System. - Facilitate the effectiveness and application of the processes and procedures used across Tornado to ensure that engineering management is applied appropriately through all phases of the lifecycle and that we have a forward schedule of ELCM activities. - Support the Head of Engineering RSAF Tornado in the production of monthly DR and TBR metrics for the Tornado Programme covering ELCM compliance for the Tornado Programme and E&M Function. - Support the RSAF Tornado programme by ensuring that all information is available to support LCM Design Reviews and Technical Bid Reviews that will be undertaken throughout the Engineering Lifecycle and that programme technical risks are documented. Engineering Capability Development and Functional Engagements - Manage and support the Head of Engineering RSAF Tornado for functional activities including personnel succession planning to ensure that Tornado engineering talent is identified and actively managed with associated Personnel development Plans (PDPs). - As part of the Saudisation activities, the position holder is required use their knowledge of Engineering Capability and Governance Management to educate, train and support Saudi Nationals where applicable to fulfill the Company s contractual obligations. - Prepare and brief functional stakeholders SBDCP and BAESSA on key engineering topics and reporting relating to the Tornado and support the identification of best practice across other platforms that can be applied to Tornado
