Position Overview:

We are seeking an experienced PMC Field Engineering/ Completions Manager with expertise in refinery projects to join our team. This role will oversee all aspects of field engineering activities, providing direct support to ensure the successful execution of the project on-site. Additionally, the position will involve responsibility for system completion to facilitate a seamless transition from construction to commissioning and handover to operations. The ideal candidate will have a strong background in engineering, as well as significant experience in managing multidisciplinary teams in the oil and gas industry, particularly in refinery projects.

Key Responsibilities:

  1. Field Engineering Management:

Lead, coordinate, and manage field engineering activities to ensure technical compliance, quality control, and adherence to project specifications and timelines.

Serve as the primary interface between the project management team, construction contractors, and stakeholders to resolve technical issues on-site.

Provide oversight and guidance on construction engineering activities, including design changes and field modifications.

Support project execution by ensuring all engineering documents, drawings, and specifications are correctly followed on-site.

  1. System Completion Management:

Oversee the system completion phase of the project, ensuring all systems and equipment are tested, verified, and meet the design and safety requirements.

Manage a comprehensive system completion plan, aligning with commissioning, start-up, and handover schedules.

Collaborate with construction, commissioning, and operations teams to identify and address any system integration or functionality issues.

Coordinate pre-commissioning and commissioning activities, including mechanical completion, testing, and performance validation of systems.

Ensure all project documentation for system completion (such as punch lists, test procedures, and completion dossiers) are accurate and up-to-date.

  1. Quality Assurance and Compliance:

Implement and enforce quality assurance standards and procedures in line with project requirements, codes, and regulatory standards.

Conduct regular site inspections, audits, and reviews to ensure compliance with industry standards, client specifications, and safety requirements.

Lead efforts in identifying and resolving non-conformances, tracking root causes, and implementation of corrective actions.

  1. Project Coordination and Stakeholder Engagement:

Interface with the client, contractors, and internal teams to ensure clear communication and alignment on project milestones, deliverables, and expectations.

Participate in project planning and progress meetings to provide updates on field engineering and system completion status.

Manage stakeholder concerns related to engineering challenges, quality issues, and project delays, and ensure all resolutions are documented.

  1. Health, Safety, and Environmental (HSE) Leadership:

Promote a strong safety culture on-site, ensuring compliance with all HSE policies and procedures.

Lead by example in adhering to HSE standards, conducting safety audits, Pre Startup Safety Reviews (PSSR) and supporting HSE initiatives on-site.

Engage in risk assessments and hazard analyses related to precommissioning and commissioning activities, ensuring risks are mitigated effectively.

Qualification and Experience:

  • Education: Bachelor's degree in Engineering (Chemical, or Mechanical) or a related discipline. A Master's degree is a plus.
  • Experience: Minimum of 10-15 years of experience in field engineering or project engineering roles within the oil and gas industry, specifically with refinery projects.

Skills and Competencies:

Strong understanding of refinery processes, construction methodologies and engineering principles, especially within a PMC framework.

Proficiency in system completion processes, including pre-commissioning, commissioning, and handover.

Demonstrated ability to lead multidisciplinary teams and resolve complex engineering challenges on-site.

Excellent planning, scheduling, and organizational skills with a focus on time-bound deliverables.

Proactive approach to identifying and resolving technical and logistical issues efficiently.

Strong and effective written and verbal communication skills to interact with all project stakeholders.
