30782 HEAD OF COST CONTROL
At
Eni, we are looking for a
Head of Contracts within our Branch in
Qatar. You will be responsible for the development of a robust cost monitoring and benchmarking system across all projects. You will lead the monitoring of cost performance of all projects within the Major Projects and NFPS Venture, for all project phases up to project closeout. You will provide high-end recommendations and guidance for cost management and spending, including estimating, forecasting, reporting, allocation, planning stewardship, within Major Projects and NFPS groups. You will also lead the development and modification of procedures to meet specialized business requirements and guidance to all departments.
As a member of the Performance and Delivery Department, you will be responsible for:
- Developing a cost management system for all projects and providing expert advice on cost estimating, cost forecasting, cost accounting and reporting, cost allocation and cost benchmarking, and control issues to ensure effective processes are utilized.
- Developing, reviewing, evaluating, and analysing cost estimate basis and assumptions, and cost data submitted and provided by the Project Management Team to ensure reasonableness of cost estimates and confirm cost estimate's accuracy.
- Identifying opportunities to standardize cost, funding, estimation and expenditure processes and procedures within Major Projects group and NFPS Venture, recommending solutions for cost issues to ensure compliance with the existing processes and procedures and ensure objectives are achieved. Developing and maintaining a cost information database, benchmarking data to provide support for estimating requirements, as required.
- Reviewing all Trends, potential changes, change requests, change orders, and claims above CMPO's TOFA ($5m).
- Approving Gate deliverables pertaining to cost management including Estimate Basis Memorandum (EBM) and Estimate Confidence Package (ECP). Ensuring accuracy of the produced project estimate meeting the cost estimate classifications for each Project Gate.
- Developing Funding Packages submittals as requested, i.e., Advance Commitments (AC's), Full Funding (FF), and Supplementary Funding wherever required, to ensure that all necessary funding is provided.
- Reviewing cost related procedures, recommending improvements to achieve Department goals based on lessons learned and ensuring cost related initiatives, procedures, and activities are understood and followed by all PMTs personnel, as applicable.
- Participating in corporate governance activities such as Gate reviews, Independent Project Reviews (IPR), Cold Eye Review (CER), Constructability Reviews (CRR) and internal audits as Cost Subject Matter Expert.
- Providing expert and timely functional support on cost management (estimating, forecasting, reporting) and advice to PMTs and others as requested. Supporting PMTs and other group as required by identifying and highlighting any emerging situations on potential gaps / deviations on cost management, allowing timely mitigation actions to be taken to comply with the cost related procedures.
- Stewarding the Major Projects Project Management of Change Procedure (PMOC) process, ensuring compliance with QELNG PMS requirements and procedures. Providing change order cost estimating support to PMT to allow objective assessment of change orders, accurate cost estimates with a defined scope, and supporting ad-hoc cost estimates as required to preserve Company's interests.

- Bachelor's degree in Engineering, Finance, Accounting or other Business Degree.
- Extensive experience in cost management including estimation, forecasting, allocation, planning and expenditure, working within a project environment in the oil and gas industry.
- Excellent written and spoken English skills.
- Strong analytical, commercial and problem-solving skills.
- Strong organizational and time management skills.
- Good communication and interpersonal skills.
- Computer literate in all Microsoft office packages and some technical packages.
