Health, Safety and Security Officer (National Position)
BACKGROUND
Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE) â Diakonie Katastrophenhilfe (DKH) - with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide.
DKHâs Regional Hub Asia, based in Amman, Jordan, provides comprehensive program support to DKH Program Offices and local partners in the region.
According to DKHâs approach, Emergency Relief, Rehabilitation, and Disaster Risk Reduction projects are implemented mainly through local partner organizations. Currently, Disaster Risk Reduction (DRR) and Disaster Risk Management (DRM) projects are implemented in Afghanistan, Pakistan, and OPT/Gaza. Emergency Relief projects linked to the Syria crisis are implemented in Turkey, Iraq, Lebanon, Jordan, and Syria in cooperation with local partners.
The Health, Safety, and Security Officer (HSS Officer) is responsible for applying his/her medical background and training skills in the development and delivery of various training courses, also responsible for monitoring and advising on the operational application of these training.
Additionally, to ensure that Diakonie Katastrophenhilfe (DKH) and local partners personnel are working within an environment consistent with accepted minimum safety and security standards, which reduces risks to DKH property, processes, information/ know-how, and reputation, and fostering a culture of safety and security awareness within the organization.
JOB DESCRIPTION
Title: Health, Safety and Security Officer (HSS Officer)
Area of Responsibility: HSS Department
Travel and/or Work Environment Requirement: Primary work location is in Amman - with travels to focus countries (as requested).
Starting date: 1 October 2024, or earlier upon availability.
Contract duration: 1 Year (extendable upon work need).
Reporting to: Regional HSS Advisor.
Supervisory Responsibility: None.
Working under the supervision of the Regional HSS Advisor and in close collaboration with, DKH Regional Hub staff and Partners, the contracted (HSS Officer) is conducting the following tasks:
Health:
Responsible for administering first-aid treatment and life-support care to sick or injured persons.
Responsible for knowing how to operate equipment such as external defibrillators and First Aids Kit tools.
Responsible for replenishing first-aid equipment and supplies
Personally, deliver classroom inputs and facilitate dynamic and interesting training courses as directed by the line manager, to include:
First Aid Training.
Individual Safety Training
Other relevant training as directed.
Organize training logistics, prepare training schedules, and be responsible for advertising, planning & preparation for HSS training under the supervision of the direct line manager.
Promote the development of new training with the line manager utilizing adult learning methodologies
Prepare post-training reports to the direct line manager with lessons learned and analysis.
Keep accurate records of training sessions, participant attendance, and certification status.
Continuously update knowledge on the latest first aid techniques and guidelines.
Attend professional development courses and certifications as required.
Safety and Security:
Situational awareness:
Continually monitor the regional security situation in areas of DKH Regional Hub Asia project activities, using media and NGO Security forums and resources.
Receives, assesses and redistributes HSS related information from security networks (INSO UNDSS, etc.) and coordination partners in the Area of Operations in DKH Regional Hub Asia.
Follow up security events in all focus countries.
Keep DKH Regional Hub Asia staff informed on relevant events.
Liaise with Partner organizations in Project countries to understand the situation and security implications on DKH Regional Hub Asia travels.
Provide updates of key events that have potential to directly impact project areas to Project staff
HSS Management
Drafts and/or revises Health Safety and Security (HSS) plans and Standard Operation Procedures (SOP) for Areas of Operations (AoO) regularly in accordance with the HSS Standards of DKH.
Acts as the coordinator of the Incident Management Team (IMT) of DKH Regional Hub Asia during the absence of the Regional Security Advisor.
Briefings/Training
Provide briefings to new staff on HSS processes, and general context in DKH Regional Hub Asia area of operation.
Deliver or facilitate training for staff on HSS related topics (first aid, HEAT, operation of emergency communication equipment)
Travel Security
Periodically/as required travel to project locations to conduct Context and Risk assessment.
Provide guidance on proposed travel plans
Update and deliver pre travel security briefings on Minimum Operating Security Standards (MOSS) detailing:
Recent trends in area and risks specific to planned travel
partner security measures
Local transportation and accommodation arrangements
mitigation measures
access to medical facilities
contingency/evacuation plans
Emergency contact points in country.
Conduct daily monitoring of staff in the field
Act as (or in case of absence designate) primary emergency point of contact for duration of travel
Assist in developing framework evacuation plan that can be activated in case of emergency for each project area/country
Conduct post trip debrief to gain field insight into security situation, gaps and concerns
Partner Support /Capacity Building of Partners and Staff:
Ensures/ facilitates/ develops/ delivers/ sources trainings to keep staff âfit for workâ in accordance with the HSS minimum training requirements: first aid, safe driving, fire and evacuation drills, communication and field equipment, security seminars.
Support training and development of Partners in context and risk analysis tools, development of HSS plans and HSS Management
Share with partners relevant opportunities for Security trainings by external providers in their area of intervention
Security of office premises
Ensures safety measures are in place for the DKH Regional Hub Asia premises.
Logistics
Manage the storage and Maintenance of DKH Regional Hub Asia Emergency deployment and communications equipment, regular top up of satellite communications credit and procurement of new supplies as required
Act as focal point for other security related logistic tasks
QUALIFICATION, EXPERTISE AND SKILLS
Essential
Qualified Paramedic, Registered Nurses, Practical Nurses, or any related medical educational background.
Basic and advanced emergency medical and life-sustaining techniques, including cardiac care, trauma and shock care, ventilation and other CPR techniques
At least 3 yearsâ related experience. Candidates will be able to provide a valid certification.
Medical/First Aid trainer qualifications, with capacity to deliver training in both English and Arabic Languages.
Experience as a trainer with both academic and practical experience.
Excellent communication and presentation skills.
Excellent knowledge of Word, Excel, Power Point and Internet.
Excellent command of English language (written and spoken)
Ability to work in a fast-paced, multi-cultural, and close-knit team to deliver tangible results on a deadline
Use of rescue tools and equipment
Desirable
Humanitarian experience in a same context
Certified first aid instructor/trainer qualification.
