Health & Safety Director
Role Purpose
- Drive implementation of the Health & Safety strategy and plans.
- Ensure Health & Safety standards on all projects are maintained in accordance with the NEOM Projects Health and Safety Assurance Standards.
- Lead and manage the Projects Health & Safety team.
- Provide proactive Health & Safety support and guidance to all Clusters.
- Initiate Health & Safety Leadership Tours on a regular basis in line with the Health & Safety Plan.
- Support the development of Health & Safety professionals, including coaching, mentoring and personal development.
- Develop relationships with NEOM and PMC Project Directors to support a positive Health & Safety culture.
- Develop and provide Health & Safety training and awareness programmes.
- Lead on the investigation of serious Health & Safety incidents, including High Potential Incidents.
- Provide Health & Safety reports for management attention.
- Support the implementation of PMC and Contractor reward and recognition programmes.
Key Accountabilities & Activities
Key Responsibilities
The Health & Safety Director has the following responsibilities:
- Oversee the implementation of the PMC Health & Safety Construction plan.
- Ensure that Contractors implement robust Health & Safety Construction Plans.
- Lead and manage the Health & Safety team, including training, support and development of team members.
- Evaluate the effectiveness of Contractor Health & Safety Plans and ensure that qualified Health & Safety managers and candidates are deployed by Contractors.
- Approve PMC Health & Safety professionals.
- Plan and execute regular Health & Safety audits of the PMC and Contractors.
- Implement Health & Safety lessons learned and best practices.
- Drive the implementation of the organisations Don t Walk By programme.
- Work with key internal and external stakeholders to manage Health & Safety risks associated with project activities.
- Review training programmes to ensure all PMC and Contractor employees are properly trained.
- Ensure PMC and Contractors effectively implement Health & Safety campaigns and initiatives.
- Ensure suitable and sufficient resources are allocated by Contractors in relation to emergency preparedness.
Background, Skills & Qualifications
Knowledge, Skills and Experience
- At least 18 years experience (with at least 5 years as Health & Safety Director).
- Strong operational Health & Safety experience in a Contractor role.
- Knowledge of incident investigation and root cause analysis techniques.
- Strong leadership and interpersonal skills.
- Knowledge of KSA Health & Safety legislation and international best practice with regards to heavy construction, including, but not limited to mobile plant and equipment, work at height, excavations, confined spaces, temporary works and lifting operations.
- Experience in developing Health & Safety training programmes, including the ability to conduct and facilitate training as required.
- Experience preparing Health & Safety reports and a track record of driving Health & Safety performance improvements.
- Excellent presentation skills and ability to communicate effectively with all Stakeholders.
Qualifications
- University degree from an accredited university or NEBOSH Diploma or equivalent (NVQ5/ BSC Diploma).
- CMIOSH or equivalent.
