Position: Human Capital Specialist
Location: Abu Dhabi
Main Responsibilities
- Lead the human capital development workstream as part of the Policy Analysis Team directly under the Policy Analysis Manager and the Strategic Analysis Senior Director.
- Conduct policy analysis, provide insights and policy advice to senior stakeholders focusing on human capital development topics (e.g., education, skills, labor, demographics).
- Conduct research and analysis using a variety of data sources, to evaluate their effectiveness.
- Research and analysis of best practice policies, regulations, and practices worldwide and translate the insight into actionable initiatives for Abu Dhabi and the UAE.
Experience & Qualification
- Minimum qualification: Post-graduate degrees from reputable international university with a focus on Economics, Public Policy, International Development, Management and Business Administration.
- Minimum work experience of 7-8 years in top-tier consulting firms and/or international organizations with focus on public sector and human capital development.
- Extensive experience working on human capital development projects.
Technical skills & Competences
- Proven understanding of human capital development topics (e.g., (e.g., education, skills, labor, demographics).
- Excellent communication and presentation skills (including proficiency in PowerPoint and story-lining skills).
- Strong research and data analysis skills (including familiarity with major economic /human capital / labor databases)
- Sound quantitative skills (findings always supported by solid data and models).
- Familiarity with government agencies for human capital development, education, labor, and public policymaking.
- Prior experience with UAE and GCC human capital, education and labor context is a plus.
