Project Summary
The Jordan Public Accountability and Justice Strengthening Activity (PAJ) is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial
institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the
government's adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations. PAJ is supporting the Government of Jordan
(GOJ) institutions to improve their efficiency, transparency, and protection of human rights by enhancing their ability to respond to public demand for government transparency and the rule of law.

Position Summary
The Human Rights Trainer(s) will assist the PAJ by developing and delivering a series of training courses to strengthen Jordan's Ministry of the Interior (MOI) governmental staff capacities in human rights
concepts and applications, while also enhancing their practices in accordance with the rule of law and human rights standards. The training programs will focus on the following four topics: Human Rights
Principles and Mechanisms, Protection of Domestic Violence Victims, Combating Human Trafficking, and Democracy and Rule Of Law. The selected candidate will be experienced in one or more training topics.
All applicants must include a cover letter indicating their training topic preference(s) in their application. This position is expected to have a maximum level of effort of 40 days for all trainers combined and take
place between January August 2025.
Responsibilities
- Attend coordination and planning meetings with the PAJ team and relevant MOI staff to ensure common understanding of training goals, agree on the training methodology, and action items for preparation.
- Prepare and submit a general framework for the training program including a training agenda with detailed topics, goals, and objectives of the training, intended acquired skills and knowledge, and general session plan with allocated time for each activity.
- Prepare and submit training materials, in consultation with the relevant representatives from PAJ and MOI, based on the training objectives and sessions plan, including all relevant PowerPoints, working group materials, case studies, practical exercises, handouts, etc.
- Conduct three training programs per topic distributed in the center, North and South of Jordan, based on the agreed training schedule and timeline.
- Develop and conduct pre- and post-evaluations to measure increased knowledge and skills gained from the training programs.
- Draft and submit a final report on the status of each training course, including a summary of the training activities conducted, key observations, and future recommendations.
Qualifications
- Bachelor's degree in a relevant field, such as law, international law, political science, international relations, human rights studies, etc., required. Master's degree preferred.
- Minimum 10 years of experience as a consultant and trainer in the specified technical areas with high-level clients and/or international donor agencies required.
- Experience in delivering more than 100 training hours in the subject matter for governmental staff.
- Professional Certification as a trainer preferred.
- Specialization in one or more of the training topics: Human Rights Principles and Mechanisms, Protection of Domestic Violence Victims, Combating Human Trafficking and Democracy and Rule of Law.
- Strong knowledge of human rights, international covenants and treaties, and the legal effects of international conventions on national legislation.
- Strong knowledge of the international mechanisms for developing human rights reports and the mechanisms for presenting them to the Human Rights Council.
- Strong interpersonal and communication skills with all related stakeholders.
- Strong training delivering skills by using modern and various training methods.
- Fluency in Arabic language required. Proficiency in English language preferable.
