To lead the Procurement team and being responsible for managing Procurement activities in alignment with IMI's strategic objectives and with the aim of continuously enhancing efficiency and effectiveness of IMI's Procurement, by leading the Procurement team and manage all purchasing and contracting activities for the company including procurement activities related to projects.
Primary Accountabilities
- Contribute to the formulation of PSCM strategy.
- Ensure alignment of Procurement Department's efforts in implementing IMI's PSCM strategy.
- Monitor the development and implementation of the Procurement Department's policies, procedures, and processes.
- Monitor performance of the Procurement Department against KPIs and objectives on a regular basis.
- Monitor the annual budget of the Procurement Department in collaboration with Finance.
- Manage relationships with government entities and ensure adherence to local laws, regulations, and guidelines.
- Develop and execute strategic procurement plans aligning with business objectives and project timelines.
- Collaborate with cross-functional teams to understand project requirements and procurement needs.
- Negotiate and finalize contracts with suppliers, ensuring favourable terms, pricing, and conditions.
- Oversee the contract execution process, including legal reviews and approvals.
- Work to optimize costs through effective negotiation, value engineering, and strategic sourcing.
- Ensure compliance with relevant industry regulations, legal requirements, and shipbuilding standards.
- Build strong relationships with key suppliers, fostering collaboration and continuous improvement.
- Stay informed about changes in regulations that may impact shipbuilding procurement.
- Plans, organizes, oversees, coordinates, and manages the projects procurement activities.
- Develops and maintains Project Procurement & Subcontract Requirements, Plans and Schedules for all.
- Ensure the on-time submission of vendor deliverables (drawings, quotations, etc.) required to meet contractual demands.
- Coordinate with vendors to ensure timely delivery of materials, equipment, and services as per project schedules and actively resolve any issues or delays and ensure compliance with contractual obligations.
- Monitor and control procurement costs, ensuring adherence to project budgets and actively identify cost-saving opportunities, implement value engineering initiatives, and optimize procurement processes to achieve cost-effective outcomes.
- Maintain accurate and up-to-date procurement documentation, including contracts, purchase orders, and vendor records and generate reports on procurement activities accordingly.
- Review contractual Terms & Conditions and ensure flow down from the awarded head contracts.
- Compares bid from different vendors and determines, or assists with determination, to whom contracts will be awarded.
- Evaluates vendor proposals to ensure that all requirements and full compliance needs are met.
- Manage quality, costs and on time delivery of the material and services for all projects.
- Follows up with procurement for timely release of POs in line with the required dates on the procurement plan.
- Oversees claim management with the suppliers in coordination with cost control and procurement.
- Solve any contract-related problems or dispute that may arise between contract parties.
- Acting as the vocal point of PSCM with clients, engineering, operations, business development and suppliers.
- Provide professional development support and perform periodic performance reviews for direct subordinates based on IMI's Performance Management System.
- Develop workforce plans and succession plans for key positions in the Procurement Department
- Work to provide employees within the Shared Services Department with the required competencies through appropriate and blended learning.
- Recruit talent within the Procurement Department.
Who we are looking for
Experience: (Minimum 20 years Offshore Rig building industry Only same to IMI.)
Education:
- Minimum bachelor's degree in engineering, Supply Chain Business Administration or equivalent.
- Master's degree in business or supply chain management is a plus.
Professional Qualifications:
- Professional supply chain certification such as MCIPS or CPSM or equivalent is a plus.
- Project Management qualification such as PMP is a plus.
Languages: Excellent written and spoken English skills are essential.
