Purpose of Job
Jobholders at this level may be regarded as a source of expertise and are responsible for developing frameworks, policies and operational plans. They also analyze complex issues, understand business needs, bring together multiple concepts and translate them into tangible actions and support to enhance performance of the function.
Job Responsibilites
- Research and document regional and international changes and trends in Imports and Exports decisions, protocols, and standards
- Develop and update operators Imports and Exports eligibility criteria and investments applications in line with ZATCA's strategic priorities and National rules and regulations
- Review and follow up on cases related to Express Companies buildings requests and dispatch to relevant stakeholders to ensure proper and timely cases closure
- Review and update service fee policies and exemptions related to Imports and Exports in line with best practices, national and international regulations, and ZATCA's strategic objectives
- Develop and launch technical systems and automation software for Imports and Exports to ensure fast and reliable communication and exchange of data with relevant operators
- Review and update traveler's guide for Imports and Exports to ensure compliance of operators with latest guidelines
- Review and update guide manuals highlighting commercial and private import, commercial and private exports, re-export, temporary entries, and temporary export requirement and dispatch to relevant functions
- Review and assess Imports/Exports applications, finalize paperwork, follow up on operations, and ensure provision of needed support to facilitate efficient operations for investors
- Coordinate with Customs Affairs to gather and filter data based on Import and Exports to ensure compliance with latest guidelines
- Conduct site visits at ports level to ensure continuous oversight of Import and Export activities and highlight operational gaps according to findings
- Oversee special Import/Export projects (exhibitions, events, military..etc.), provide needed support at ports level if necessary, and coordinate with relevant stakeholders to ensure projects completion
- Conduct detailed analysis based on Import and Exports data, document findings, and report back recommendations to promote national production lines
- Develop periodical reports highlighting operational activities, operators performance, challenges faced, and dispatch to relevant stakeholders
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes

- Bachelor's degree in Business Administration, or equivalent is required
- Master's degree in Business Administration, or equivalent is preferred
Experience
A minimum of 6 years of relevant experience
