Reimagine Whats Possible
This position will be working in the Project Delivery Team at the IGCC Project, Jazan Economic City (JEC), Jazan, in the Southwest portion of Kingdom of Saudi Arabia. Project Delivery supports the Commissioning & Start-up (C&SU) Team to safely and successfully commission & start-up IGCC, as well as execute brownfield projects, within the operating plant, while achieving critical success factors. The successful candidate will:
PRINCIPAL ACCOUNTABILITIES
Evaluate and confirm Project Sites.
Develop a detailed project execution plan.
Prepare the agreements for project design and execution
Develop Project Standards.
Identify and incorporate JAZAN's technical, environmental, social and other standards and specifications;
Identify initiatives and facilities next to the Project Facilities, which are necessary to support the project, in particular, to actively promote, prioritize and execute local (JAZAN/KSA) sourcing of goods and services which are for usage in connection with the project and beyond per the Local Procurement Policy.
Develop a capital cost estimate for the project, based on binding technical and commercial firm-price proposals from relevant contractors, suppliers and service providers covering the full project scope; elements that cannot be covered with a firm-price proposal with reasonable efforts, shall be estimated based on market information and agreed evaluation of in-house data;
Identify, exchange, and analyze the Laws that affect the Joint Activities and the Project.
Liaise with appropriate Governmental Agencies regarding permitting requirements.
Conduct baseline environmental assessments of selected Project Sites, including for any subsequent permits, consents, and approvals concerning the project.
Identify and evaluate additional works, services, utilities, goods, and materials to be procured from Third Party suppliers in connection with the project; establish criteria for the selection of Third Party suppliers.
Develop the Local Procurement Policy.
Develop a Project Site integration and management plan for the project.
Review options for the construction by the Project Company or by Third Parties of infrastructure to support the project or the procurement of all or part of such infrastructure from Third Parties, and recommend an infrastructure implementation and integration plan to the Steering Committee.
Define the technical and commercial interfaces of the project with the different JAZAN infrastructure systems (energy, water, land and sea mobility, etc.).
Develop human resources (including hiring and compensation policies and other Project Company internal resources), public affairs, and industrial relations policies for the Project Company.
Develop the technical and commercial interface between the Utility Elements and the Green Hydrogen Elements scope, including:
Project execution schedule;
battery limits (especially the electrical interface); and
integrated control system.
Define the technical and commercial interfaces of the project with the JAZAN energy system:
for direct feed bus case (status quo, the baseline for IRR calculation); and
for connected to JAZAN grid scenario (for which all technical needs to be defined by ACWA Power)
Project definition for the agreed configuration of the Green Hydrogen Elements.
Prepare for design work for the Green Hydrogen Elements.
Define opportunities for localization for EPC for the Green Hydrogen Elements.Identify potential requirements to:
procure early works, long-lead items; and
negotiate required early engineering, procurement, and construction contracts, needed to support the Project Schedule.
Prepare the necessary material to serve as the basis for contracting the engineering, procurement, and construction of the Green Hydrogen Elements between Air Products and the Project Company.
