JOB PURPOSE
To conduct research and analysis to assist in the development and implementation of local content and government procurement guidelines and laws/ regulations related to the mandate of the Authority and to ensure the Authority's best interest is protected.
Description
Regulatory Research
- Conduct research to identify and assess international best practices that can be applied to LCGPA guidelines and regulations; recommend relevant practices to the Laws & Regulations Sr. Manager and Executive Director to contribute to the development, removal or update of LCGPA's laws and regulations.
- Assist in identifying gaps in current laws, regulations, processes for local content and government procurement by conducting a gap analysis to assess current laws, policies, and processes against best practices as applicable to KSA.
- Suggest implementation guidelines for procurement law based on constructive research and best practices in order to achieve compliance with current laws and regulations.
Advisory
- Assist in drafting local content and government procurement law/ regulations related to the mandate of the Authority
- Contribute to increasing awareness among stakeholders on local content and government procurement governance in order to maximize compliance with the defined standards and legislative requirements.
- Provide advice to stakeholders on policies and regulations related to local content and government procurement as directed to enable t accurate selection of the best course of actions.
Risk Management
- Assist in resolving the legal risks affecting local content and government procurement, propose solutions and mitigation actions to overcome those risks in a timely matter.
Policies, Systems, Processes, Procedures, Standards and Reports
- Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
- Assist in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence.
