Job Purpose
Supervise and oversee the activities of the Material and Services Procurement Division in the company ensuring that all contracting management and administration objectives are effectively achieved and procurement activities are in conformance with the company's policies, procedures and all relevant laws.
Scope
Ensure that the Material and Services Procurement activities provide adequate support to the company's functions through coordinating and providing functional assistance to all the company's contracting and procurement activities. Ensure that all such activities are aligned with the company's policies and procedures, Saudi Arabian Government laws and regulations, industry best practices and other applicable laws world-wide.
Duties And Responsibilities
- Supervise subordinates within the Material and Services Procurement Division including assigning work activities, monitoring workflow and reviewing results.
- Develop the Material and Services Procurement Division's strategies and plans in coordination with all concerned organizations; and ensure providing the necessary support and advice for effective implementation.
- Ensure that the Material and Services Procurement Division Strategy is continuously developed and updated in line with the company's objectives and the industry best practices.
- Develop the Material and Services Procurement Division's policies, procedures, guidelines and instructions, and ensure the availability of all resources required to perform the Division's tasks and functions.
- Develop an estimated budget for the Material and Services Procurement Division and monitor its expenditures and financial performance in coordination with concerned organizations at the company.
- Manage and develop annual objectives and Key Performance Indicators for subordinates, determine work priorities, monitor and evaluate subordinates and vendors performances and ensure taking the appropriate course of actions in case of deviations.
- Manage and supervise the Division's functions and organize material and services procurement activities and processes by applying best-practice processes, tools and techniques
Minimum Requirements (qualifications / Experience Required)
Main Competencies and Qualities:
- Strong knowledge of local and international procurement laws and procedures.
- Strong knowledge of Saudi Arabian procurement and contracting business practices.
- Good knowledge of developing sourcing and procurement strategies based on organizational requirements.
- Strong knowledge of Logistics and Supply Chain Management.
Education Background
- Bachelor's Degree in Business Administration, Engineering, or equivalent.
Experience
- Fifteen (15) years of experience in Material and Services Procurement, of which at least Seven (10) years in a Managerial role.
