Overview: We are seeking a Product Owner to manage the National Data Platform (NDP) in a GCC country, serving as the National Data Bank (NDB) and providing data tools and capabilities to government entities. This role involves creating the strategy, development, implementation, and management of the NDB and national data capabilities.
This is a fulltime, onsite position, based in Doha, Qatar
Key Responsibilities:
1.Product Strategy Development:
- Lead strategy development and planning for the NDP.
- Work with government entities and stakeholders to develop a data monetization strategy.
2.Demand Planning:
- Identify open data demand and benchmark against market and other governments practices.
- Capture, review, and consolidate open data requests for data sharing plans.
3.Data Architecture:
- Collaborate on designing the target state data architecture.
- Identify and select tool vendors across architecture components.
4.Product Development:
- Plan, prioritize, and manage the backlog of features for the NDP.
- Evaluate potential features for value addition and strategic fit.
- Define the G2G, G2B, and G2C data sharing framework and process.
5.Technical Oversight:
- Direct product release planning and execution.
- Ensure compliance with data privacy and security regulations.
6.Stakeholder Management:
- Engage with key stakeholders to gather requirements and align objectives.
- Serve as the primary liaison between technical teams, government agencies, and external stakeholders.
7.Project and Performance Monitoring:
- Assess project outcomes and implement performance monitoring systems.
- Track and measure specific KPIs and report progress to leadership.
8.Training and Support:
- Develop and coordinate training programs for end-users.
- Provide first-level data platform support for publishing datasets.
9.Team and Vendor Management:
- Manage and oversee teams and vendors.
- Prepare master framework agreements for the provision of data tools to government entities.
Required Qualifications:
- Minimum of 8 years of experience as a Product Owner or similar role in software development, smart city solutions, big data platforms, or related data-centric projects.
- Bachelors or Masters degree in Computer Science, Data Science, AI & Machine Learning, Information Technology, or a related field.
- Strong understanding of technical practices including software development, API management, and digital tool integration.
- Background in data management and analysis including data warehousing and ETL processes.
- Experience with Agile and Scrum methodologies.
- Excellent leadership, communication, and project management skills.
- Ability to manage and lead teams in a collaborative, dynamic, and multicultural environment.
