Develop Regional Projects Portfolio's policies, procedures, and controls covering all
areas of assigned Regional Projects Portfolio's activity and provide continuous
improvement recommendations.
- Develop Regional Projects Portfolio's strategic and operational plans, ensuring
alignment with WTTCO's strategy, vision, mission, and corporate objectives.
- Develop the Regional Projects Portfolio's budget and ensure potential areas of cost
reduction or performance improvement opportunities are capitalized upon.
- Fulfil ESG responsibilities and requirements in line with strategy and ESG-related
initiatives.
- Set Regional Projects Portfolio's KPIs and monitor progress and development toward
WTTCO strategic objectives.
- Identify the management needs of competencies and talents and provide
recommendations with regard to human resources decisions.
- Develop all Regional Projects Portfolio's reports in a timely and accurate manner
while ensuring meeting the requirements, policies, and quality standards.
- Delegate duties, responsibilities, and authorities to appropriate team members within
the business in case of absence.
Key Functional Accountabilities
- Identify opportunities for continuous improvement of Regional Projects Portfolio
systems, practices, cost optimization, and productivity & efficiency improvement.
Ensures compliance with all applicable laws, rules, regulations, and standards within
WTTCO and related functions such as but not limited to (HC, HSSE, Risk, Cybersecurity,
etc..).
- Escalate problems to ensure case/issue is closed efficiently and in a timely manner.
- Ensure that all work is carried out efficiently, in line with the annual business plans,
goals, policies, processes, procedures, and instructions.
- Manage the defining, reviewing, and implementing of the overall project execution
plan per the defined scope, quality, budget, and time in coordination with the
concerned business unit and in line with the EPMO framework.
- Ensure the development of a project quality plan by identifying quality standards of
overall project deliverables, monitoring progress, and conducting corrective actions
against deviations.
- Ensure working collaboratively with delivery stakeholders to ensure successful
project completion per the defined time, budget, and quality.
- Manage project execution and obtain approval on submissions or request
amendments after liaising with concerned teams.
- Monitor execution progress to ensure compliance with set plans, contractual
Requirements, And Other Relevant Aspects.
- Monitor the progress of third parties involved in all time-bound project construction
elements ensuring strict adherence to approved scope, budgets, time, and specs. &
standards.
- Ensure reporting on progress in terms of milestones, budget, and time is reported in
coordination with the concerned business unit.
- Manage risk identification within the project and follow up on corrective actions
implemented in order to solve issues where possible.
- Identify and review the impact of execution-related risks presented by the
stakeholders (i.e., contractors, consultants, etc.) and define mitigation plans to
overcome these risks.
- Monitor budget and schedule deviations from the execution plan, assess the impact
on delivery, and define action plans to close the gaps.
- Manage project testing, commissioning & handover activities to ensure a smooth
transition to concerned stakeholders and completion of paperwork requirements.
- Ensure the development of an execution punch list in case any issues are detected
and keep track of the resolved issues.
- Manage project closure activities, issue certificates of completion, develop lessons
learned and promote best practices.
- Ensure support coordination with the concerned stakeholders to perform a final site
audit to review as-built drawings, check corrections according to the punch list, and
ensure adequate completion.
- Ensure participating in the bid evaluation process in coordination with the concerned
business unit to ensure it meets business needs and requirements.
Education and Certifications
- Bachelor's Degree in Civil Engineering or a relevant field, and preferably a Master's Degree in
Project Management or a relevant field.
