Overview
This position will be physically located in Kuwait in support of LOGCAP
Under the supervision of the Sr. Public Works Director, the Operations Manager will have oversight of all Camp Operations and Public Works functions for the Task Order. The Operations Manager will Assist planning in execution of construction projects and repair orders as necessary. The Operations Manager will participate in the drafting of technical documents to include, but not limited to SOWs RFPs, ROMs, ACLs, Technical Volumes, LOTDs and Project Risk Assessments. In addition to Camp Operations and Public Works, this position will play a critical role in managing resources to facilitate the accomplishment of construction projects from initiation to close-out for the LOGCAP V Program. The Operations Manager will be required to Assist in effectively manage cost, schedule, and performance; ensuring projects are completed within budget, on schedule, and within scope.

- Plans, organizes and directs the section's activities. Develops Section goals and objectives that integrate the organization's and Operations Department's objectives.
- Manages oversight of facility and asset maintenance, ensuring asset accountability and condition assessments, utilizing data standards and analysis, industrial control systems, pavements, utilities, electrical, mechanical, and structural systems, warranty management, contingency/planning, and response.
- Manages oversight of all facility & asset management plans, tracks asset criticality and lifecycles, and measures asset performance.
- Researches, interprets, analyzes, and applies proper engineering guidelines, policies, regulations, etc., appropriate to the Department.
- Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Develops and implements effective processes to enhance operations and ensures standard operating procedures are updated and implemented
- Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules.
- Identifies requirements and initiates requests for additional resources, including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.
- Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure timely actions are reviewed at critical points.
- Performs self-inspection and presents detailed and comprehensive reports with any corrective action taken to the supervisor.
- Assesses policies and procedures as needed to find ways to improve quality, timeliness, and work efficiency.
- Ensures that all CDRL reporting requirements are met within the established timelines
- Performs other duties as directed by the Senior DPW Director
Qualifications
- Qualifications: Minimum Qualifications:
- Bachelors Degree of Science, Engineering, Business Administration, or Project Management preferred.
- Project Management Professional (PMP), LSS Black Belt, LSS Green Belt is highly desirable.
- Must be CAC eligible and/or able to obtain and maintain a Common Access Card (CAC)
- Must have an Active Secret Clearance and be able to maintain one.
- A valid Home Country Driver's license and the ability to obtain a Host Country Driver's License is required.
- Experience:
- A minimum of seven (7) years Project Management or Construction Management in a DOD environment and five (5) or more years of leadership/management experience
- Skills:
- Able and willing to perform duties as needed as skills and program allow
- Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Must be able to read, write and speak the English language with proficiency.
- Must be capable of typing a minimum of 40 works per minute with a high degree of accuracy.
- Must know or capable to gain an understanding of the Operations section and an understanding of the mission of the Public Works Directorate.
- Requires a collaborative work style, fostering cooperation, and teamwork.
- Must have high level of proficiency in the use of MS Office and/or other related applications.

- Working Conditions:
- Must be capable of working in an extreme weather condition with temperatures exceeding 120 degrees Fahrenheit.
- Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
- Includes some industrial production environment conditions as well.
- Physical Requirements:
- Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
- Must comply with all Fire and Safety Regulations and post policies.
