Outside Plant Lead (OSP) Tech II is a lead/supervisory role, in addition to the requirements and responsibilities of an OSP Tech I. The purpose of this job title is to ensure daily administrative duties are adhered to according to company polices and military standards. The OSP Tech II position is responsible for overseeing technical advice and troubleshooting skillset provided to the customer and employees. The OSP Tech II will also be responsible to ensure all ITSM tickets and projects assigned are completed as required by policy. All OSP Tech I employees assigned will report to the OSP Tech II. Must be able to maintain, update and provide required government and company documentation and cabling infrastructure AS-Built. Attends briefings and meetings with military counterparts. Reports to Site Manager and/or Telecommunication Supervisor. Program: OMDAC-SWACA

Responsibilities
- Roles & Responsibilities:
- Conducts Site Surveys to determine the feasibility base within the guidelines of the PWS and military standards.
- Manages and maintains the ITSM Outside Plant Que by ensuring all tickets are updated and annotated in a timely matter as required per policy.
- Conducts and completes OSP Tech I on the job training (Job Syllabus) for all new and current personnel. Ensures all new personnel are proficient to perform job function per the PWS.
- Updates, reviews and maintains all Work Instructions (WI) as required by QA/QC.
- Attends and conducts ESH Safety Meetings.
- Follows required reporting administrative procedures as directed by the Site Manager.
- Ensures that all assigned employees are CPR certified, and conducts Confined Space training.
- Submits all assigned employees Leave Requests and maintains accountability so long as there is no impact on the mission.=
- Major Job Activities:
- Pull telecommunications cabling through a wide variety of building architectures (both permanent and temporary, including tactical) through buried conduit (outside plant) routed between buildings, ceilings, raised floors and cable troths.
- Terminate Category 6 UTP, coaxial, and fiber optic cables at designated work stations and in telecommunication closets and distribution frames.
- Prepare telecommunications rooms/closets in buildings to function as central and secondary distribution nodes for telecommunications cabling networks.
- Install hardware/systems such as cable trays, ladder racks, J-Hooks, and/or D-rings to support telecommunications cable pulls.
- Test and certify Category 6 UTP cabling, fiber optic and main feeder cable with ohm meters, toners and Optical Time Domain Reflectometers (OTDR).
- Splice copper and fiber optic cabling.
- Troubleshoot and solve both copper and fiber optic cable problems for lack of continuity, noise, signal loss and degradation, improper termination, excessive loss and intermittent problems.
- Establish and maintain cable records, use database software such as Remedy to track and control job orders, interpret drawings to troubleshoot, install and make recommendations for new facilities and upgrades.
- Working environment will be 60% indoor, 35% outside, and 5% in manholes and handholds.
- Required to climb ladders, enter confined spaces and drive over rough terrain. Some maintenance will expose you to insulation, extreme heat, water and heights.
- Personnel will also be required to stand for long periods of time.
- Perform additional duties as assigned.
Qualifications
- Qualifications:
- Education / Certifications: One-year related experience may be substituted for one year of education if degree is required.
- High school diploma or equivalent.
- BICSI RCDD Registered Communications Distribution Designer preferred.
- Cardiopulmonary Resuscitation (CPR) Training & Certification (Training provided by the contract.)
- Experience:
- Requires 5 - 7 years experience in cable, telephone and Local Area Network Installation and repair.
- 2- 4 years experience in held or acting leadership role.
