Program and Project Management Lead

Socotec KSA has been awarded a prestigious PMO, as part of this high-profile project, we are seeking an experienced
Program and Project Management Lead to join our dynamic team. This role will report directly to the PMO Lead and play a pivotal role in overseeing the execution of large-scale, multi-disciplinary development programs and ensuring successful project delivery in alignment with the strategic objectives of the program.
- Program Management: Lead the management of this high profile programme, ensuring alignment with the vision, objectives, KPIs, and goals of the program. Oversee all aspects of planning, scoping, and execution for complex projects, ensuring effective resource allocation and timely delivery.
- Strategic Planning: Develop and maintain a comprehensive Program Master Schedule. Ensure vertical alignment of departmental strategies into actionable business plans while facilitating horizontal integration across departments and stakeholders.
- Program and Project Delivery: Develop, monitor, and update the Program Management Plan (PMP). This includes establishing processes, methodologies, and systems for monitoring performance, tracking progress, and controlling all contract and program activities.
- Stakeholder Engagement: Establish and maintain strong relationships with internal and external stakeholders, including governmental entities, contractors, consultants, and other third parties. Facilitate effective communication and ensure alignment across all project teams.
- Risk and Issue Management: Lead the proactive identification and management of program risks, ensuring systematic and timely interventions to protect the success of the program. Implement a centralized approach to risk management and ensure effective mitigation strategies.
- Reporting and Monitoring: Oversee the creation and implementation of reporting systems for program performance, including monitoring key metrics related to schedule, budget, and quality. Utilize digital tools and platforms to deliver real-time updates and progress reports to management and stakeholders.
- Consultant and Contractor Oversight: Guide and support third-party consultants and contractors, ensuring their plans and activities are integrated with the broader program schedule and objectives. Monitor the compatibility of external schedules with the Program Master Schedule and ensure effective collaboration.
- Documentation and Knowledge Management: Lead the development and implementation of a Communication, Data, Document, and Knowledge Management Plan for the program. Ensure proper systems and procedures are in place for the receipt, processing, and distribution of all project-related documentation.
Qualifications & Experience
- Significant experience in program and project management, with a strong background in large-scale, multi-disciplinary projects, ideally within development organizations. Proven ability to deploy strategic, managerial, and operational methods to drive program success.
- Leadership: Extensive experience in leading diverse teams and managing complex programs within fast-paced environments. Demonstrated ability to manage multi-stakeholder projects and foster collaboration.
- Certifications: Professional certifications such as PMP (Project Management Professional) or PgMP (Program Management Professional) are required. Additional qualifications in construction, architecture, or engineering are an advantage.
- Regulatory Knowledge: Comprehensive working knowledge of governing bodies, committees, and regulatory organizations in Saudi Arabia, particularly in the development and urban regeneration sector.
- Stakeholder Management: Proven ability to develop and maintain strong working relationships with both internal and external stakeholders. Experience in engaging with government entities, contractors, consultants, and other stakeholders.
- Software & Tools: Expertise in using Primavera P6 for program and project scheduling, with experience in integrating other systems as required by the client. Familiarity with digital platforms for project monitoring, reporting, and collaboration is essential.
- Communication Skills: Excellent written and verbal communication skills in English; Arabic is a plus. Ability to lead workshops and large meetings, deliver presentations, and prepare comprehensive reports.
Scope Of Work And Deliverables
- Program Master Schedule: Prepare and maintain a comprehensive Program Master Schedule, integrating all project components and milestones. Ensure regular updates and alignments with CADC and third-party consultants.
- Program Management Plan (PMP): Develop and continuously update a detailed PMP, outlining the structure, methodologies, and processes for managing the program. The PMP should include work breakdown structures (WBS), responsibility matrices, performance metrics, and risk management plans.
- Performance and Progress Monitoring: Implement systems for the monitoring, evaluation, and reporting of program and project progress. Ensure that all deliverables meet required timelines, budget, and quality standards.
- Consultant & Contractor Coordination: Support the establishment and implementation of consultants and contractors plans, ensuring timely and integrated delivery of all program elements.
- Documentation & Communication Systems: Develop and maintain documentation and communication systems, ensuring all records, correspondence, and reports are properly tracked and stored in accordance with program requirements.
