As the Project Director for the Urban Regeneration Project in central Riyadh, you will be responsible for the financial management, operational oversight, and HR management of Socotec's contribution to the project. You will lead a multidisciplinary team of 15 professionals, working as part of a 50-person PMO consortium that is driving the revitalization of central Riyadh. Your role will ensure alignment with the project's strategic goals, maintain quality standards, monitor and control costs, and manage resources effectively. You will also be the primary point of contact for the client municipality/governmental stakeholders) and other consortium members.

Job Description

  • Financial Management:
    • Oversee the financial health of the project, ensuring that all costs are controlled and aligned with budgetary constraints.
    • Manage the Work-in-Progress (WIP) report for the project, tracking and forecasting project costs and cash flows.
    • Supervise the invoicing process for the project, ensuring that payments are timely and reflect agreed-upon deliverables and milestones.
    • Monitor project expenditure and ensure proper documentation for project costs, including timesheets, expenses, and procurement.
    • Ensure the project's financial reports are accurate and delivered on time, including cost forecasting and financial performance analysis.
  • Operational Oversight:
    • Ensure the project scope is well-defined, adhered to, and aligned with client expectations and contractual agreements.
    • Implement and monitor key performance indicators (KPIs) for the project to ensure the project is progressing as planned.
    • Drive adherence to quality standards in all project phases, ensuring all deliverables meet client specifications, regulatory requirements, and Socotec's quality benchmarks.
    • Oversee the scheduling and planning of activities, ensuring resource allocation is efficient and timelines are met.
    • Manage risk assessment and mitigation strategies, addressing any operational challenges or roadblocks promptly.
  • Human Resources Management:
    • Lead, mentor, and manage a team of approximately 15 professionals within Socotec KSA, ensuring alignment with the broader PMO goals and the urban regeneration project's needs.
    • Oversee recruitment, onboarding, and continuous development of the team, ensuring that appropriate skills and expertise are deployed throughout the project.
    • Manage performance evaluations, provide feedback, and ensure that all team members are meeting objectives.
    • Foster a collaborative and inclusive team culture, ensuring effective communication and problem-solving among team members.
    • Address any HR-related issues and ensure compliance with local labor laws, company policies, and best practices.
  • Client & Stakeholder Management:
    • Serve as the primary point of contact for the client (local authorities, government agencies, etc.), representing Socotec in all project-related communications.
    • Maintain close collaboration with the other consortium members, ensuring Socotec's roles and responsibilities are fully integrated and aligned within the project.
    • Regularly update the client and other stakeholders on project progress, addressing concerns and ensuring their expectations are met.
    • Manage client relationships and handle any escalations or issues that may arise during the project lifecycle.
  • Reporting and Documentation:
    • Prepare and present regular status reports, financial performance updates, and risk assessments to Socotec senior management and the client.
    • Ensure that all project documentation, including contracts, scope of work, changes, and correspondence, are properly maintained and readily available for review.
  • Compliance & Safety:
    • Ensure that the project is compliant with all relevant regulations, permits, and standards, including health, safety, environmental, and legal requirements.
    • Promote a culture of safety within the project team and ensure all staff follow best practices for site and project safety.
Qualifications

  • Education: Bachelor's degree in Civil Engineering, Project Management, or a related field. A Master's degree or PMP (Project Management Professional) certification would be advantageous.
  • Experience:
    • Minimum 10-15 years of experience in project management, ideally with significant experience in large-scale urban regeneration or infrastructure projects.
    • Proven experience in managing multidisciplinary teams and working in a consortium environment.
    • Strong background in financial management, including budgeting, cost control, WIP, and invoicing.
    • Experience in managing and mentoring diverse teams, with a focus on performance, professional development, and HR best practices.
    • Previous exposure to the Saudi Arabian market and understanding of local laws, regulations, and working conditions is highly desirable.

  • Skills:
    • Strong leadership and interpersonal skills, with the ability to manage diverse teams and stakeholder relationships.
    • Exceptional financial acumen with an understanding of project financing, budgeting, and financial forecasting.
    • Knowledge of quality management systems, contract management, and risk management.
    • Excellent communication and negotiation skills, both written and verbal.
    • Strong problem-solving abilities and the ability to handle challenging situations with professionalism and tact.
    • Languages: Proficiency in English is required. Arabic proficiency is a plus but not mandatory.

    Work Conditions:

    • Full-time position based in Riyadh, with occasional travel to project sites.
    • Occasional extended working hours to meet project deadlines.
