Responsibilities:
- Responsible for leading multidisciplined teams of experts during extended periods of a project and the Program of the Works and ensuring that all aspects relating to the whole life of the Program are considered, strategized and implemented in a timely and effective manner.
- Overall responsibility for the successful initiation, planning, design, execution, monitoring, controlling and closure of a project on time within budget and within scope.
- Oversee all aspects of the project and its three Lots. Set deadlines, assign responsibilities and monitor and summarize progress of project. Prepare reports for the Employer, the Financing Institute(s) and other stakeholders regarding status of project and issue technical progress reports.
- Provide exceptional leadership skills to manage stakeholders requirements and ensure that they are addressed during the design, procurement, construction/ installation, testing and commissioning phases through delegation to a team of managers and specialists.
- Proposing with the help of the wider team, the best possible solutions to allow the project to progress in the most positive of ways.
- Well-versed in Contract Management, Risk Management, Scheduling Management, Requirement Management, Railway Infrastructure, Railway Systems, Safety Assurance.
- Prepare and chair Quarterly Review meetings, Monthly Progress meetings and coordination meetings with the Employer, the Contractor(s) and other relevant stakeholders.
- Perform regular meetings with the Project team to provide project updates/progress and share and follow up on relevant information with external parties and the Client.
- Knowledge of relevant Regulations & Standards applicable to main line railway modernisation and construction supervision of railway projects.
- Strong experiencing in introducing and abiding to processes and procedures to obtain favorable project results.
Qualifications:
- B.Sc. or M.Sc. degree in civil engineering or equivalent.
- Minimum 15 years experience in general project management, design review and site construction supervision of railways/ transport projects.
- Minimum 5 years experience in a similar working position.
- Previous experience with comparable projects in the Middle East region would be advantage.
- Good understanding and practical knowledge and experience of International Financial Institutions (IFIs especially WB, EBRD, or others) procurement rules and FIDIC conditions of contract (in particular yellow book).
- Full computer literacy.
- Excellent knowledge of English Language; Knowledge of Arabic language is an advantage.
- Must be both assertive and confident in their Project Management approach.
