Responsibilities:
- Review, comment and approve (under the guidance of the Manager) the EPC Contractor's Quality Organization, ensure that the qualified and necessary personnel are assigned to the Project.
- Review, comment and approve the EPC Contractor's Quality Management System and Quality Management Plan for the Project (under the guidance of the Manager).
- Review, comment and approve the EPC Contractor's Quality plans and procedures, which shall cover, at a minimum, the following :
Quality Assurance
Quality Surveillance
Quality Control
- Review, comment and approve (under the guidance of the Manager) the EPC Contractor's Inspection and Test Plans to ensure that the required level of OWNER'S witnessing is reflected in the ITPs.
- Review, comment and approve (under the guidance of the Manager) the vendor's Inspection and Test Plans to ensure that the required level of OWNER'S witnessing is reflected in the ITPs during inspections at vendor's workshops.
- Conduct, in coordination with OWNER, inspections at Vendor workshop and Factory Acceptance Tests.
- Conduct, in coordination with OWNER, Site Acceptance Tests.
- Review, comment and approve the EPC Contractor's Audit plan and schedule. Ensure that the EPC Contractor's audit plan covers all the critical and key Project activities.
- Conduct, in coordination with OWNER, internal audits on the internal processes within OWNER'S Project team and external audits on the EPC Contractor organisation, Subcontractors and Vendors.
- Review, comment and approve (under the guidance of the Manager) EPC Contractor's audit reports. Raise and highlight any areas of concerns and require EPC Contractor to implement corrective actions.
- Establish, in coordination with OWNER, a Quality Site Surveillance plan, to ensure continuous and adequate quality surveillance and supervision on Site.
- Conduct site surveillance quality checks and walks in accordance with the Quality Surveillance plan and schedule.
- Perform thorough inspections of completed products to ensure they meet project specifications and standards.
- Review of non-destructive testing reports such as radiographic, ultrasonic, and magnetic particle testing.
- Allocate special attention to welding activities and ensure that Welding Procedure Specification, Welding Qualification Procedures, Welders log and Welder Performance Qualifications are all received, approved and complied with.
- Coordinate activities with other third-party inspectors and testing agencies.
- Ensure EPC Contractor maintains detailed records of inspections, tests, and quality control activities and uploaded into the DMS for final handover.
- Verify the Quality closure and resolution of all punch list items.
- Review, comment and approve the Manufacturing Data Records (MDR).
- Provide comprehensive reports on inspection findings, including any non-conformities and recommended action.
- Conduct walks and inspection on EPC Contractor Storage and preservation areas.
