Key Responsibility:
Provide advice and consultation to department staff to assist them in maintaining a safe working environment in compliance with environmental/safety regulations, standards and practices throughout the various stages of industrial projects.
Review engineering designs throughout the various stages of Projects for compliance with company and industry HSE standards.
Participate in various safety studies/activities, such as: PHAs, HAZOPs, JSAs, SIMOPs, incident investigations, compliance reviews, and participate in or lead risk studies.
Participate in contractor prequalification evaluation activities and review contractor safety submittals for compliance to Group and Entity requirements.
Conduct and coordinate on-site inspections to audit physical conditions and safe work practices and prepare written reports and recommendations for continuous improvement.
Measure and evaluate the effectiveness of the hazard control system, policies, and procedures and recommend changes that reflect improved opportunities to eliminate workplace incidents and injuries.
As directed, participate or lead serious incident investigations into High Potential (HiPo) incidents, including those that result in a lost time accident. Applies Root Cause tools when conducting investigations to determine causal factors and identify countermeasures to prevent recurrence and eliminate recurrences.
Review and collate HSE Performance data to provide input into monthly, quarterly and annual HSE Performance review reports and Group reporting tools for all projects and departments within the entity.
Respond to emergency situations and incidents, either during or after regular working hours, to provide technical assistance and advice.
Conducts regular onsite training and awareness sessions to employees, temporary workers and contractor employees as needed.
Assist in training and coaching of Line Managers in the principals of ENGIE One Safety Culture and participate in Managerial Safety Rituals such as Managerial Safety Visits, Joint Safety Tours, Life Saving Checks, and HSE Performance Reviews as may be necessary from time to time.
Provides guidance and act as a role model for ENGIE staff, Front Line Supervisors and Line Managers in the effective implementation of the ENGIE No Life @ Risk Safety Essentials.
Assist the HSE Manager to coordinate the day-to-day activities of HSE Staff to provide HSE support to all department and services within the Entity.
Carries out other duties as may be assigned from time to time
Skill Required:
Demonstrate a high degree of verbal, written proficiency in English, interpersonal and communication skills when interacting with both internal and external stakeholders.
An ability to apply various root cause failure analysis techniques and their application for downgrading events.
A thorough understanding of safety principals in complex industrial projects in the on-site energy production and utilities space and various methodologies for analyzing related risks.
A good working knowledge of various local statutory requirements, international standards related to HSE and fire prevention and their application to the on-site energy production and utilities environment.
Strong interpersonal skills to build rapport with employees and encourage a proactive approach to Safety.
Knowledge of emergency procedures and the ability to coordinate responses to accidents or incidents.
Capability to deliver safety training programs.
Proficiency in maintaining accurate records of safety inspections, incidents, training sessions, and regulatory documentation.
Ability to remain calm and make sound decisions during emergencies or crisis situations.
Qualifications:
Relevant Diploma in HSE (MSc, BSC etc.) / Degree in Occupational Health & Safety
NEBOSH General Certificate or equivalent local certificate
An Engineering Degree advantage/Science graduate
At least 8 years in a similar role within an EPC environment.
KSA Driving license
Fluent in English (written and spoken)
Arabic - advantage
Must be available to travel up to 50% of the time and with the need for some overnight trips within the KSA.
Ability to handle multiple assignments on a timely basis with a high degree of accuracy
Computer literacy
