Key Roles & Responsibilities
Apply compliance and measurement tools at construction operations to monitor, record, and verify regulatory and other obligations, safe work methodologies, and effective processes.
Maintain the Business Management System in accordance with company requirements ensuring its continuous improvement and alignment with industry standards.
Uphold accreditations in accordance with ISO 45001, ISO 9001, and ISO 14001 demonstrating compliance with quality, occupational health and safety, and environmental management standards.
Maintain safety reporting tools and share statistics with Milaha on a daily/weekly/monthly basis providing valuable insights into safety performance.
Actively manage achievement of Quality Management Plan and KPI targets driving continuous improvement and ensuring high-quality project delivery.
Measure crew safety performance and awareness of behavioral safety and mental health expectations and implement initiatives to enhance safety culture.
Conduct regular site visits, identifying improvement opportunities, and reporting them to the Business Line Manager. Assist in the implementation of recommended enhancements.
Coach and mentor construction management and employees to understand and implement zero harm management strategies consistent with the assigned contractual needs and in accordance with Milaha HSEQ Management Systems
Maintain and continue to develop the matrix of permitted operations ensuring compliance with relevant regulations and guidelines.
Facilitate Hazop, SIMOPS, Hazid, and SWIFT analysis and assessments with Clients and stakeholders
Provide guidance to management representatives responsible for workplace inspections, work method statement approvals, issuance of work permits, high-risk work process documentation, etc. assuring fit-for-purpose operational conditions are determined under adequate supervision.
Assist in the development, approvals, and communication of safety cases with relevant authorities, ensuring compliance with regulatory requirements.
Monitor and maintain safety awareness among the site, office, and project personnel. Conduct safety awareness training for site personnel to promote safety culture.
Undertake verification of competency assurance for operational activities that have an element of HSEQ criticality ensuring employees possess the necessary skills and knowledge for safe and effective task execution
Ensure the health and safety of all employees and the protection of the environment for all sites/work premises under their control.
Qualifications
Education & Professional Qualification:
- 3-year Full-Time Degree in Health and Safety; or
- 3-year Full-Time Degree (Associated Degree) and a 2-year Full Time Graduate Diploma in Health and Safety; or
- 3-year Full Time Degree (Associated Degree) and NEBOSH Diploma in Occupational Health and Safety; or
- 3-year Full-Time Degree (Associated Degree) and Chartered member of IOSH
- NEBOSH Diploma in Occupational Health and Safety and Offshore Construction experience
Preferred
- Auditor qualification (preferred Lead Auditor) for ISM/ISPS accreditation framework is preferred
- Root Cause Analysis certification is preferred
- Training and Assessment qualification at Level 4 or higher is preferred
- First Aid certification is preferred
Professional Experience:
6-8 years experience in an HSEQ role in the field related to Offshore Construction and Maintenance
Computer Skills:
Fully conversant with MS Office and web applications.
Language Skills:
Business Fluent in English both written and spoken is required
Arabic a plus
Market/Industry/Functional Knowledge:
High degree of understanding of offshore construction and maintenance operations
Significant knowledge of the following standards: ISO 9001
