Job Description
Parsons is looking for an amazingly talented Quality Manager - Construction to join our team! In this role you will be a key member of the Parsons EMEA Quality Function, supporting improvements in both KSA and EMEA region and driving quality best practice through engagement with sector projects.
What You'll Be Doing
QA Strategy and Framework
- Support the RQL in the review of the QA related corporate vision, brand, policy statements and exhibit those cultural values as a Quality Leader.
- Support the RQL in the regular review of the RACI matrix for the QA function
- Support the RQL in the establishment, collation, provision, and monitoring of quality related performance measures and quality objectives
- Support the production, approval (by RQL), and ongoing review of the Quality Management System (QMS) documentation
- Support the RQL in providing innovative solutions for QA / QC strategy
- Champion the compliant change process for the QMS
- Champion the consistent use of the QMS and wider PMF by field teams and other functions, ensuring global quality guidelines, such as PACE, are met
- Support the RQL in the capture of EMEA wide QMS related risks and their mitigation
Audits & Reviews
- Form relationships with construction projects / programs leadership and quality leads to ensure projects / programs are delivering against contractual quality related obligations and QMS best practice.
- Develop an annual audit program agreed with SAPL leadership
- Undertake planned audits and ensure surveillance reviews of construction projects, following the QMS process
- Support monthly reviews of the audit / and self assessment program providing required data
- Work closely with operations, project / program leadership to undertake start up & handover reviews at an appropriate timeframe, ensuring compliance to the appropriate time critical processes
- Ensure closure of NCR's / Observations / Opportunities for Improvement raised during audits & inspections
- In agreement with the project / program leadership, ensure that supply chain inspections / audit programme is operating effectively
- Ensure the project / program leadership / quality leads are planning and executing quality focused Leadership Tours / Quality Walks
- Support the RQL in preparation and execution of ISO / external accreditation related visits in coordination with EMEA Board and US QA Team, including ensuring projects / programs are prepared
- Undertake planned project / program Lessons Learned reviews / workshops. Ensure suitable preparation by all attendees, chair the review, recording, issuing and closure of actions
- Provide support for planned client feedback sessions are completed to an agreed timeframe and capture performance
Analysis & Reporting
- Provide trend analysis for QA related data to the RQL for the sector as input to MMR reports
- Produce information related to SAPL quality activity reports
- Support the RQL's preparation of Management Review presentation and supporting documentation
- Bring management failings or potential Quality breaches to the attention of the RQL
- Champion Reward and Recognition for quality, as agreed with sector leadership
- Support sector projects / programs and project controls in the capture of project delivery risk / opportunity and their mitigation, as well as risks that may impact Parsons own position.
Working With Other Functions
- Maintain regular contact with RQL, SAPL leadership, operational staff and functional leads. Review key issues and improvement opportunities.
- Work closely with SAPL DC Lead to ensure the related EDMS is suitably deployed in line with project / program requirements
- Support the Business Development and RQL in the preparation of bid responses and FAQ's as well as supporting information.
- Support any supply chain pre-qualification and maintenance of compliance records.
- Support supply chain performance reporting and improvement actions
- Work with RQL and IT team to identify and develop innovative QA / QC related best practice digital and technology systems
QA Administration
- Administer role activity related workflows and schedules.
- Support effective management of QA related records as per Quality Manual requirements
- Engage with the sector Project Controls team to identify new & completed projects / programs to engage with and support / evaluate
- Participate in required Quality team coordination meetings and provide productive input
- Where dictated by the RQL, participate in, and make a positive contribution to, the required external coordination meetings
Training, Knowledge & Awareness
- Support the RQL, and HR / Training team in ensuring that a central training matrix is maintained and adhered to, including maintenance of suitable training materials, including inductions, providing suitable information for the audience.
- Support the RQL in improving staff awareness of QA related lessons learned opportunities and QA technical information through the preparation and issue of approved quality moments and spotlights
- Work closely with RQL to review technical training opportunities within the QA team and other staff.
- Identify, and with RQL agreement participate in, related QA related networking activities.
- Support mentoring approach within QA function
What Required Skills You'll Bring;
- Bachelor's Degree in Engineering, Business or preferably Quality discipline or related field (or equivalent work experience) and typically 15+ years of related work experience in the field of Quality, including 5+ years experience in management capacity / corporate role.
- Lead Auditor certification (ISO 9001 or equal), UK Certification (PCQI or preferably MCQI) or ASQ certification (CMQ/OE, CQA, or CQE).
- Requires management ability and knowledge of Quality Management practices, processes and current technology.
- Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9001

- Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills. Ability to make public presentations.
- Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
- Strong attention to detail.
- Strong working knowledge of ISO Quality Management Systems Standards.
