Job Purpose
The Senior Associate Development Projects Controls is responsible for supporting budget control activities within the organization under the guidance of the SVP Budget Control. This role involves monitoring project cash flows, ensuring adherence to allocated budgets, and managing reimbursement processes for AIP (Abu Dhabi Infrastructure Projects) projects.

Roles And Responsibilities
- Assist in reviewing and submitting Monthly Cost Reports (MCRs) to Finance for AIP projects by the predetermined date every month
- Support timely processing of budget transfers/increases in the ERP system for AIP projects, ensuring 90% of transfers are complete within 3 days
- Aid in the regular monitoring and reconciliation of MCR versus ERP to match budget/commitments for AIP projects, reconciling 100% of active projects every quarter
- Provide input on new commitment awards against budget before reaching the approving committee, completing reviews within 2 days
- Collaborate with ERP/Finance/Procurement teams to resolve ERP-related issues for AIP projects, ensuring cash flows and Value of Work Done (VOWD) match Finance records by the next month's MCR
- Maintain a Project Variation Request (PVR)/Variation Order (VO) log for AIP projects, logging 100% of PVRs/VOs within 3 days
- Assist in the preparation of PVRs for selective AIP projects and support in challenging them with the concerned team to minimize cost impact, resolving issues within 7 days prior to PVR signature
- Review Contractors proposals and provide recommendations to Procurement and Benchmarking teams for AIP projects
- Support and guide project teams in MCRs, PVRs, and other preparations, ensuring all new AIP projects with unassigned PMC have their MCRs prepared and issued by the Budget Control team
- Coordinate with project teams in the validation of potential Variation Orders (VOs) and risks for AIP projects, investigating and flagging any issues once a project overrun is foreseen
- Support Procurement and Project Delivery Teams in developing initial high-level budgets for AIP projects to forecast budget and cash flows, providing analysis within 2 days of data availability
- Assist in the submission of Value of Work Done (VOWD) yearly targets and monthly forecast updates for AIP projects and assist in monitoring VOWD and comparing Target vs. Actuals monthly
- Ensure cash-positive status for all related AIP projects at all times, and support in requesting cash flow/funds based on each project/program contractual requirements
- Monitor all AIP project cash flows and assess adherence to initially budgeted cash, coordinating variance analysis with Finance monthly
- Provide assistance in reviewing and certifying payments related to Contractors and Consultants for selective AIP projects, processing Contract close-outs, and preparing Taking Over Certificates as required
- Support in chairing commercial meetings and reviewing variations from a Project Controls perspective for AIP projects
- Analyze claims entitlement according to contract conditions for AIP projects
- Prepare and submit Escrow payments to the respective Bank within 1 day for AIP projects
- Issue a monthly report for internal discussion for each AIP project, identifying budget deviations, issues, and risks, assessing the impact on the project, and defining action plans to close the gaps in accordance with project teams. The report should include budget and cash positions
Qualifications & Experience
RELATED YEARS OF EXPERIENCE:
Min of 6+ years of experience in real estate planning and control of projects with large developers [annual revenue of at least AED 2 billion]
MANAGEMENT EXPERIENCE:
Min of: 4+ years of managerial experience leading a team.
FIELD OF EXPERIENCE:
- Construction planning and budget control
TECHNICAL AND INTERPERSONAL SKILLS:
- Strong knowledge and exposure to the GCC real estate market
- Deep understanding of project phases
- Ability to multi-task, monitor schedule for more than 5 project at a time
- Adept at handling multiple stakeholder relationships
- Excellent conflict resolution skills required to identify and propose solutions for any schedule slippage/cost overrun issues
- Attention to detail to monitor and track schedule
QUALIFICATION(S): Bachelor's degree in engineering, construction management or operations
