The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.
CBUAE is currently looking to hire a seasoned and highly motivated professional in Information Technology Department, who would be responsible for effectively and efficiently managing the Technology Business Partnering function in the bank.
Core Responsibilities:
- Design end-to-end solutions and software architecture that align with business & and product requirements, and technological capabilities.
- Perform theoretical and practical analysis of the potential use cases, risks, and benefits of DLT and blockchain.
- Design and document the overall architecture of CBDC solutions, considering scalability, security, and interoperability with other PSS, using blockchain technologies.
- Work closely with development and scrum teams to ensure that solutions are developed and implemented according to architectural designs.
- Work closely with IT Ops and vendors to ensure the required infrastructure is deployed to support the CBDC / blockchain Stack.
- Engage proactively with vendors to evaluate new technologies while communicating the performance concerns of the existing technologies.
- Validate information delivery by developing and completing usability test plans; evaluating traffic patterns; and studying user feedback.
- Ensure alignment with broader CBUAE vision on IT Architecture.
- Collaborate with business stakeholders to define requirements and priorities, and translate them into technical solutions that meet business needs.
- Provide thought leadership and mentorship to junior architects and technical teams, promoting architectural best practices and knowledge sharing.
Qualifications and Experience:
- A Bachelor's or Master's degree in computer science, information technology or any other related discipline.
- Certification in cloud computing and enterprise architecture or design will be an advantage.
- Minimum 8 years of experience including most recently as a Solution Architect in the Technology, Banking or Finance Industry.
- Proven experience as a Solution Architect in large-scale tech projects, with Blockchain (public and permissioned) and conventional technology stack.
- Designed enterprise-wide architecture frameworks and standards to support digital transformation initiatives and business growth objectives.
- Led cross-functional teams in developing technical roadmaps, solution blueprints, and implementation plans for IT projects and initiatives.
- Evaluated emerging technologies and industry trends to identify opportunities for innovation and competitive advantage.
Required Skills:
- Strong understanding of blockchain technology, distributed ledger systems, and cryptographic protocols.
- Proficiency in architecture modelling and design tools.
- Demonstrated ability to translate business needs into comprehensive solution designs and lead software projects from conception through testing.
- Knowledge in API development, cryptography, data science, or IoT.
- Proficient in Java/Kotlin or JVM-based languages, or in C++/C#.
- Effective stakeholder management and communication abilities, with the ability to interact effectively with business and technical teams.
- Proficiency in cloud native architecture and infrastructure components.
