In Saudi Arabia, SYSTRA has been ever present for more than 20 years and continues to expand and play its part in helping the Kingdom achieve its 2030 vision. With 400+ employees SYSTRA is involved in many of the Kingdoms iconic projects.
Within our Consulting business, we have an opportunity to establish a PMO for delivery of a regreneration programme within Riyadh, Saudi Arabia; within this scope we are looking for a Senior Procurement Engineer to join this programme.
Missions/Main Duties
- You will assist in developing and include in the PMP a Procurement Management Plan, and ensure it is updated as and when required throughout the duration of the appointment. The Procurement Management Plan should highlight the approach and strategies for the procurement of services, equipment, materials and construction.
- Assist in developing the division of work in the plans and specifications to facilitate the bidding and awarding of contracts, taking into consideration such items as time for performance, availability of labour, overlapping trade jurisdictions, provisions for temporary facilities and so forth.
- Support to undertake project finance analysis and high-level funding requirement for projects for achieving service level benchmarks / KPIs.
- Prepare detailed revenue model(s) for projects.
- Identify the best suited procurement process for projects and packages and prepare bid documents along with the Client's procurement team.
- Assist and advise upon the Client's request in the prequalification of bidders and the preparation of bid lists
- Prepare procurement templates / bid documents based on state general financial rules, procurement rules and other relevant guidelines including bid documents for PPP projects.
- Monitor and follow-up with the parties responsible for the preparation of bid documents.
- Assist in administering bidding processes for selection of Consultants/Contractors/vendors/PPP partners.
- Review and comment on projects bid documents prior to issuance by the Client to verify that the various parts of the documents are consistent and in accordance with the Client's requirements relating to procurement, strategy and program and that the scope is aligned with other contract packages.
- Monitor the process of issuing bid documents strictly in accordance with the Client's procedures and any subsequent amendments thereto.
- Monitor and manage the responses to queries raised by bidders during the bid period and the preparation of addenda to the bid documents in consultation with the other Consultants engaged by the Client.
- Assist the Client in the review of bids received in relation to site logistics and compliance with the bidding procedure.
- Request and oversee the preparation of submittal schedules by third party Consultants.
- Request and oversee the preparation of procurement schedules by third party Consultants and ensure they are submitted on a regular basis at least monthly. The procurement schedule should include the procurement of materials, equipment and sub-Consultants required to complete the project.
Profile/Skills
- 12+ years relevant experience in procurement for large design, planning and delivery projects within dynamic and fast paced environments, ideally within development organisations.
- Experience in all project procurement activities (from needs identification, supplier registration, tendering, selection, contracting, etc.).
- Ability to implement a proper project contract framework and templates, in cooperation with management and ensure that the right contract templates are used as per the respective needs, and to implement proper procedures for logging purchasing and contract information accurately onto the system, to maintain an elevated level of quality, ensuring that recording and filing are accurate and up to date at all times.
- Comprehensive working knowledge of governing bodies, committees, and regulatory organisations for the development sector within KSA.
- Relevant professional certification(s) preferred.
- Strong leadership, stakeholder engagement, interpersonal, written, and verbal communication skills.
