Reports to: Deputy Chief of Party
Purpose: The job holder will manage the establishment of two university centers for career development in one to two assigned public universities in Egyptian governorates, with funding from USAID over the span of four years according to the project plan, budget and timeline, ensuring successful achievement of outcomes. In addition, he/she will continue to oversee the work of phased-out centers (two to three centers), adding up to a total of four to five centers. He/she will oversee the performance of University Centers for Career Development (UCCD) staff, coordinate the organization, monitoring and evaluation of the program activities; manage partnership relations and contribute to the development of donor quarterly and annual reports.
Responsibilities:
Project Management
- Manage the establishment of four to five University Centers for Career Development in assigned three to four public universities in Egyptian governorates in coordination with the project team, UCCD staff and public university administration, using best practices/tools for project execution
- Ensure all sustainability checks items are being implemented by host university (internal policies and procedures, financial sustainability measures, staff hiring and so on)
- Recruit and coach a team of five to seven UCCD staff/center and ensure the development of a cohesive team capable of running the center professionally
- Oversee and monitor the operation of two to three graduated centers in addition to and two to three new centers
- Monitor the implementation student development training, labor market studies, youth employability and other center-related activities in phased-out universities
- Ensure that project goals and deliverables are aligned with project implementation
- Plan and schedule project timeline and milestones using appropriate tools
- Handle the organization and logistics of all project-related events and activities according to the set budget and timeline
- Oversee the day-to-day program activities within assigned universities
- Liaise with the administrative and financial officer on relevant administrative and financial functions
- Develop effective working relationships, liaise and maintain a regular flow of communication with companies, project team, UCCD staff and university administration
- Develop status and progress reports, and contribute a summary of achievements to be included in four quarterly and one annual technical reports per year
- Track success stories and contribute to the program's communication/marketing plan
- Translate English/Arabic documents as needed, and ensure proper documentation of project correspondence and material
- Ensure that Employment surveys, enterprise surveys and tracer studies are implemented as planned across all centers (four to five) in collaboration with Labor Market Information manager
- Monitor and evaluate the project progress and effectiveness in relation to desired outcomes
- Ensure the implementation of a sustainability plan that assures continuity of the project beyond its lifetime
Requirements:
Minimum Education Requirements:
- Bachelor degree in Science or other fields is required
- Masters degree in a related field is an asset
Experience:
- Minimum 10 years of experience, including five years in managing funded projects and donor relations
- Prior experience in areas of education, development or corporate social responsibility is preferred
- Good knowledge of project schedule management and report writing
- Experience in volunteer management, event planning, and program monitoring and evaluation required
- Previous marketing experience is an advantage
Skills:
- Excellent command of spoken and written English and Arabic

Work Conditions:
- Based in Cairo, Egypt or one of the relevant governorates, but will be required to travel to project locations as needed
