Job Summary:
The Technical Assistant Manager will be responsible for providing comprehensive support to the Technical Director and the engineering teams on major railway infrastructure projects such as the Abu Qir Metro and Cairo Metro Line 1. This role is integral to ensuring the smooth coordination of technical activities, communication with clients and joint ventures, and effective management of technical challenges. The position requires strong expertise in railway systems, including trackwork, signaling, and communication systems, and the ability to manage complex interfaces between various stakeholders.
Responsibilities:
- Support Technical Leadership: Assist the Technical Director in overseeing all technical aspects of railway projects, ensuring alignment with project objectives, and facilitating collaboration between different teams (engineering, procurement, construction).
- Project Coordination: Act as the primary technical liaison between internal teams, clients, contractors, and joint venture partners. Ensure effective coordination of technical matters, particularly in the areas of design, construction, and testing of railway systems.
- Documentation and Review: Assist in the preparation, review, and submission of technical documents, including design drawings, specifications, and engineering reports. Ensure all documentation complies with project standards and regulatory requirements.
- Technical Issue Resolution: Identify and resolve technical issues that may arise during the design, procurement, and construction phases of the railway projects. Coordinate problem-solving efforts and escalate critical issues to the Technical Director.
- Stakeholder Management: Facilitate regular communication with clients (e.g., NAT) to provide updates on project progress and technical challenges. Collaborate with joint venture partners to ensure that contractual obligations are met, and technical solutions are implemented smoothly.
- Railway-Specific Expertise: Leverage knowledge of railway infrastructure, including signaling systems, track alignment, electrification, telecommunications, and train control systems (e.g., CBTC), to ensure that the project's technical solutions align with industry best practices and standards.
- Reporting and Progress Tracking: Prepare and present technical progress reports, detailing milestones, risks, and solutions. Track key technical deliverables and ensure timely submission to clients and stakeholders.
- Risk Mitigation: Assist in identifying potential technical risks related to design, construction, and system integration. Help in developing mitigation strategies to ensure the project stays on track and within budget.
- Meeting Facilitation: Organize and lead technical meetings, prepare meeting agendas, record minutes, and ensure follow-up on actions related to technical deliverables and resolutions.
Required Qualifications And Skills
- Educational Background: Bachelor's degree in communication, Electrical, or Mechanical Engineering, or related field.
- Advanced degrees or certifications in railway engineering or project management are preferred.
- Railway Expertise: Minimum of 7-10 years of experience in railway construction, including knowledge of signaling, telecommunications, trackwork, power systems, and rolling stock.
- Project Management Experience: Strong experience in technical coordination and project management within large-scale railway infrastructure projects. Familiarity with Agile or other project management methodologies is a plus.
- Problem-Solving Abilities: Demonstrated experience in resolving complex technical issues and interfacing with multidisciplinary teams and external stakeholders.
- Communication Skills: Excellent verbal and written communication skills, with the ability to create clear technical reports and documentation. Experience in coordinating between technical and non-technical stakeholders is essential.
- International Standards Knowledge: In-depth understanding of railway-specific standards such as IEEE 1474, EN 50126, EN 50128, EN 50129, and others related to signaling, safety, and train control systems.
- Software and Tools: Proficiency in using technical tools and software relevant to railway engineering (e.g., AutoCAD, BIM, Primavera, MS Project).
This role is critical for ensuring the successful delivery of key railway projects while maintaining strong technical integrity and coordination across all stakeholders. The Technical Assistant Manager will be essential in providing the organizational support needed to meet client expectations and project deadlines.
