Following project award, receive the tender package from the tendering and estimating department
Develop / reconfirm the itemized bill of quantities and work with the project manager and procurement on validating / negotiating the material unit costs as well as subcontractor costs
Work with the project manager and planning engineer to develop a detailed bottom up budget according to the project Cost Breakdown Structure
Support the planning engineer in cost loading the schedule in Primavera
Analyze and report manpower productivity and trends and ensure accurate daily record keeping and entry of data into main TCC database of historical unit costs and productivity rates
Review the budget in coordination with Finance, Project Manager and the Planning & Control department
Update budget information, expenditure information, and forecasts into the cost reporting system(s),
Ensure effective cost control system implementation in the project (purchase orders, sub contracts, payroll, petty cash and workshop equipment),
Modifying, updating, monitoring, re-allocation the project budget and accruals,
Prepare the estimated Forecast Cost, Cost to Complete, and cash flow till the completion of the project,
Ensure the team adhered to the trend process as an early warning tool for any risks or issues that might affect the cost or performance of the project whether they were threat or opportunity trends,
Earned value analysis based on input from project leads.
Identify potential cost saving initiatives
Flag potential risks of budget overruns and contribute to the mitigation
Investigate underlying causes of budget overruns and propose recommendations
Prepare and log valid justifications for budget overruns
Prepare monthly budget updates and payment certificates and support finance in following up on client payments
Control payments for suppliers and subcontractors and verify supplied materials and delivered work on site in coordination with the site Quantity Surveyor
Prepare executive progress reports for all TCC projects to management
Provide other TCC functions with support beyond scope of responsibilities in order to achieve common organizational goals.
Qualifications:
BSc in Civil engineering.
Minimum 10 years project experience.
Proficiency with PC Operating Systems within Several basic Software applications.
