Operations Shared Services Director

Jeddah, Saudi Arabia Head Office

Job Summary

The Operations Shared Services Director will be responsible for directing and overseeing all operations shared services activities for the business. He is responsible for guiding, directing and leading the following functions under his control; Procurement, Logistics and Central Workshop.

  • Lead Strategic Sourcing Supervisor
  • Supplier Quality Supervisor
  • Logistics & Labor Camp Manager
  • Workshop Manager

Major Duties & Responsibilities

  • Assist the CEO in setting company strategic goals, objectives, guidelines, plans, and budgets to enhance company market share, exposure, and profitability as well as ensuring that they are communicated promptly to all departments and that departmental heads are working towards achievement of these goals and objectives.
  • Develop the Operations Shared Services division and related department's objectives, plans, policies & procedures and ensure their implementation across the department as well as their compliance with local and international regulations and standards.
  • Review the operating results of the Operations Shared Services division and compare them to established objectives and goals, and follow-up to ensure appropriate measures are taken to correct unsatisfactory results.
  • Develop the Operations Shared Services annual budget and ensure all employees are working towards achievement of the division's goals and objectives within the assigned budget by setting the required targets and responsibilities upon subordinates.

Procurement:

  • Direct, review and oversee the development of project procurement plans and ensure aligning it with project documents (budget, schedule, specifications, bill of quantity, drawings).
  • Direct and oversee the following procurement related activities:
  • Receiving Purchase Requisitions (PR's)
  • Creating Request for Quotations (RFQ's)
  • Maintaining Supplier/ Subcontractor Quotations
  • Maintaining Supplier/ Subcontractor Lists and Prices
  • Negotiating Supplier/ Subcontractor Quotations
  • Creating Purchase Orders (PO's)
  • Supplier/ Subcontractor selection (in coordination with the concerned department)
  • Ensure the proper implementation of analyzing, reviewing and screening received quotations /proposals and ensure that it complies with company policies and procedures.
  • Follow up on suppliers and subcontractors payments settlement and any outstanding issues.
  • Direct and oversee the custom clearance activities and monitor the resolution of complex custom clearance issues.
  • Approve adding or removing a Supplier/ Subcontractor from the approved Supplier/ Subcontractor list.

Logistics:

  • Direct and oversee the logistics related activities at company including the following:
  • Transportation of purchased materials from the receipt of material from supplier till final delivery to end-user.
  • Receipt of ordered materials from suppliers and quality and quantity inspection against approved Purchase Order
  • Execution of all logistics plans related to movements of the required material, machines, vehicles, and labour to / from project sites.
  • Execute of periodical physical count and updating the warehouse register accordingly.
  • Develop of Buy vs. Lease analysis for project's portacabins.
  • Building/ Assembling of labour camps, project offices and warehouses on project sites.
  • Review and approve the disposal of obsolete material plan and ensure minimizing those losses by avoiding unnecessary waste.
  • Provide guidance regarding the labour camps planning activity.

Workshop:

  • Direct and oversee the Central Workshop related activities at company including the following:
  • Preparation of the annual maintenance plan
  • Preparation of preventive maintenance schedule
  • Job code opening
  • Performing heavy /light maintenance and repair activities
  • Dispatching of maintenance teams (Mobile Workshop).
  • Acquiring of spare parts supplies

Managerial Responsibilities

  • Provide advice, guidance, direction, and authorization to functional heads to carry out major plans and procedures, consistent with established policies.
  • Communicate and discuss department guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities for all employees are defined and understood.
  • Conduct annual performance appraisal to review functional heads performance, and recommend salary adjustments, rewards and promotions based on company performance.
  • Monitor the adherence of the functional heads to company guidelines, policies and procedures.
  • Perform other duties related to the job as assigned by the CEO.

Qualifications

  • Bachelor's degree in Business Administration or equivalent degree with a minimum of 12 years of related experience.
  • Management-level experience is required (5+ years).
  • Proficiency in both English and Arabic languages.
