Position Objective:
To oversee and execute departmental processes and policies, ensuring adherence to regulations and internal risk frameworks. This includes coordinating business and legal compliance requirements, maintaining governance documents, and managing the drafting and advisory support for complex and non-standard contracts. Additionally, the role involves developing a robust compliance system and effectively addressing compliance violations and audits.
Job Description & Responsibilities:
Process and Policy Management
- Own, implement and sustain department processes and policies while ensuring clear accountability and promoting continuous improvement.
- Maintain governance documents (Policy, Procedures) and approved templates (e.g. Scope of Work), and serve as the interface for internal and external audits.
- Respond to inquiries from ZATCA (Zakat, Tax & Customs Authority).
- Ensure compliance of the procurement function Supply Chain sector with bylaws, laws, and regulations.
- Ensure adherence to the risk Framework and any related risk procedures that might impact the company's objectives.
- Coordinate business and legal compliance requirements.
- Create compliance criteria and guidelines to enable effective steering and monitoring.
- Develop a comprehensive compliance system.
- Monitor supplier, contract, and delivery risks centrally, handling requests from the Risk Management department (Risk Register) and Governance department (Business Continuity plans, ISO certifications).
Governance and Compliance document management
- Draft all non-standard contracts, contracts above 10m SAR, contract amendments, contract closure, & contract termination.
- Provide contract advisory support to the team(s), including the review of drafted contracts (when conditions outlined in the Procurement Procedures apply) and the provision of the latest approved templates and advisory support on contracts, act as the point of contact for the Legal department regarding template amendments.
- Create a document template system to facilitate compliance and an effective document management system.
- Communicate compliance guidelines effectively throughout the sector.
- Manage document databases, incl. document retention and archiving process.
- Monitor and handle compliance violations (escalate or report to authorities, if necessary)
- Support compliance audits and ensure that resulting observations, recommendations, etc. are addressed through specific actions/ process improvements.
Planning and Strategy
- Participate in the design and implementation of Supply Chain Governance's strategy and roadmap to support alignment with the Technology Operations Center directorate's strategy.
- Establish Supply Chain Governance plans and provide input to Supply Chain Strategy & Planning Division goals that support Digitization and The business unit's overall strategic plans.
- Collaborate with relevant stakeholders to identify the Supply Chain Governance department's required projects to meet future business demands.
- Lead and drive the achievement of the Supply Chain Governance department's strategy, objectives and KPIs within the accountabilities of the department.
- Develop regular reports on the department's progress and outputs to be shared with relevant stakeholders in line with reporting requirements.
Budget Management
- Participate in the Supply Chain Governance department's budgeting cycle and provide input to the budgeting process.
- Ensure effective utilization of the Supply Chain Governance department's budget and report accurately on progress made and challenges encountered.
- Investigate and propose implementing initiatives that result in a positive financial impact for the Supply Chain Governance department and mitigate financial and operational risks.
Process Management
- Recommend improvements to Supply Chain Governance department's policies and direct the implementation of procedures and controls covering all areas of activity, ensuring relevant procedural/legislative requirements are fulfilled while delivering high quality and cost-effective results.
- Motivate subordinates and contribute to the identification of opportunities for continuous improvement of systems, processes and practices, taking into account leading practices, improvement of business processes, cost reduction and productivity improvement.
- Monitor day-to-day activities to ensure compliance with stipulated policies and procedures, including risk management rules and regulations.
People Management
- Identify, assess and recruit key talent for the Supply Chain Governance department.
- Manage and assist subordinates in performing their functional operations in accordance with set policies and procedures.
- Guide, mentor and develop the Supply Chain Governance department's team as part of their continuous development.
- Set performance objectives, provide necessary support, evaluate/appraise the team and provide regular feedback on performance.
- Promote a high-performance working environment within the Supply Chain Governance.
Qualifications & Experience:
- LLM, LLB, with expertise in Contract Law and KSA Legal requirements
- Minimum of 15 years relevant experience either in a consultative or operational role.
- Effective written and verbal communication skills.
- Excellent communication skills (written and oral). Fluent in English; Arabic is considered as an asset for this role.
