Job Description

RESPONSIBILITIES

  1. Plan, organize and manage full life-cycle talent Acquisition activities across all branches (Lebanon, Qatar, UAE, KSA, Algeria, Iraq and Jordan), review the quality of work executed at the level of the Talent Acquisition section, highlight problems/discrepancies and propose relevant solutions to meet business objectives;
  2. Coordinate with all concerned parties to handle relevant staffing plans, handle projects on-site mobilization when applicable, in order to meet BUTEC projects needs and preserve in-house talent;
  3. Handle the recruitment process by defining and understanding the need, selecting recruitment sources, posting openings, searching for profiles, screening CVs, conducting Behavioral Event Interviews and selecting the best fit for the position;
  4. Lead preemptive recruitment initiatives aiming at developing the internal talent pool and recruiting top talents that would meet future staffing needs;
  5. Liaise with external manpower supply agencies, assess internal needs for manpower supplies across all branches, negotiate deals and assess the quality and efficiency of rendered services;
  6. Provide professional advice, guidance and training to oversees HR team members at all levels on all aspects of the hiring process including hiring strategies, interviewing techniques, candidate selection and best recruitment practices to ensure recruiting and hiring practices are compliant with organizational policies, procedures and other regulatory requirements and to offer a high-quality candidate experience;
  7. Review and update periodically recruitment policies, procedures, manuals and Job Descriptions, organize and standardize activities across all branches and manage their proper implementation on a day-to-day basis to ensure a smooth process for all parties;
  8. Establish objectives and KPIs for the Talent Acquisition function, prepare and analyze periodic statistical reports to measure selected recruitment KPIs, quality and efficiency and recommend ways forward to ensure improvement of the Talent Acquisition section;
  9. Carry out benchmarking activities, analyze data and propose appropriate actions to attract and retain potential talents;
  10. Develop and implement various talent acquisition projects that aim to brand BUTEC as an Employer of Choice (i.e. attending career fairs and university presentations, organizing internship programs, etc...)

QUALIFICATIONS, EXPERIENCE & SKILLS

  • Bachelor Degree in HR, Psychology or Business Administration; Master's Degree would be a plus.
  • Minimum 7 - 10 years of experience in the HR field with extensive experience in Talent Acquisition.
  • Mastery of Behavioral Event Interview / Competency-Based Interview methodology.
  • Excellent Interpersonal and Communication Skills.
  • Good Analytical Skills.
  • Experience in the engineering/construction industry is preferred.
  • Fluency in English, French and Arabic.
