Responsibilities:
Support the Client in the management of the D&B Contractors contractual claims, variations and other changes.
Review, verification and recommendation of the D&B Contractor's applications for payment, in ac-cordance with the terms of the D&B Contract and applicable local regulation, including verification of the progress of work in the application.
Development and implementation of processes and procedures to ensure the timely and accurate certification of payments to the D&B Contractors
Use of cloud-based Software-as-a-service (SaaS) system such as CEMAR or equivalent to man-age the administration of the contract.
Development of pro-forma documents as necessary for the administration of the contract.
Implementation of compensation event procedures in line with the contract -notifying of compensa-tion events, obtaining quotations for same and assessment of compensation events in line with the contract. Regular compensation event meetings to be held with the Contractor to agree the cost ef-fects of compensation events.
Understanding of Contractors cost system and existing accounting procedures.
Establishing the rules of Defined Cost to be complied with.
Agreement of an audit strategy (both at site & office level);
Assessing the Price for Work Done to Date (PWDD);
Assist in forecasting the total Defined Cost at regular intervals and Certification of payments;
Forensic Account Management, Open Book Auditing, Cost / Value Reconciliation & Cost Control
Resolving any issues or disputes which occur on the contract in a timely manner.
Responsible for advising on and monitoring the D&B Contractor in the fields of Contract Administra-tion and Claims Management.Qualifications:
Masters degree (or equivalent) in relevant discipline.
Minimum of 15 - 20 years experience as commercial manager in major infrastructure projects of similar nature.
Have extensive experience in the management of Operation & Maintenance contracts.
Have work experience in Saudi Arabia or another GCC country.
Solid understanding and track record in commercial and contract management.
Extensive experience in the management of railway systems contracts.
Excellent written and oral communication skills, as well organization and planning skills.
Ability to work in a cooperative team environment, with stakeholders from very different fields.
Excellent communication skills fluent in Arabic and English, reading, writing and speaking.
User skills in MS Office applications including MS Projects and/or Primavera.
Driving license required to drive to site or to technical meetings with the client representative.
