The Role
The Vice President of Administration & Commercial is responsible for overseeing commercial activities, including managing new tenders and current contract renewals. This role also involves developing, directing, and managing key support functions such as Asset Supply Chain and Information Technology to consistently deliver high-quality service.
Key Responsibilities
- Manage the Procurement Department's budget by adopting a cost-control approach to ensure revenues/expenses align within the approved budget.
- Provide periodic budget variance reports and cost reduction recommendations to the CEO.
- Manage relationships with external vendors, consultants, and contractors to maintain strong business relationships and ensure smooth workflow within the Procurement Department.
- Ensure continuous improvement of internal procurement procedures and methods.
- Implement operating frameworks, policies, and quality standards for the Procurement Function.
- Develop tender evaluation methods, compliance criteria, and scoring metrics to ensure uniformity in vendor selection procedures.
- Monitor the accuracy of all contract and purchase order entries in the relevant automated system.
- Oversee the maintenance of an adequate vendor base, ensuring the right vendor mix is identified, evaluated, and selected in alignment with business objectives.
- Identify and leverage alternative buying opportunities to source products through vendor scouting, pricing negotiations, and renegotiations to maintain the company's competitive edge and optimize the purchasing budget.
- Ensure procurement procedures are properly followed by staff, including following up on deliveries and supplier inquiries.
People Management
- Define goals and key performance indicators for team members and ensure effective application of the Performance and Development Review process.
- Lead manpower planning and selection in alignment with business and operational plans.
- Ensure high levels of employee engagement and capability development through ongoing feedback and coaching.
- Delegate daily business activities to team members and supervise execution, offering on-the-job guidance and support.
- Provide on-the-job training and equip employees with the necessary tools to meet departmental business needs.
- Ensure compliance with company policies, processes, practices, and systems within the team.
Product / Process Improvement
- Continuously evaluate departmental processes and implement improvements as needed to increase efficiency.
Information Technology
- Lead and set strategy for the IT organization.
- Plan the implementation and maintenance of current systems.
- Ensure maximum uptime and stability in the company's computer systems and networks.
Commercial
- Manage commercial activities, including the review of new tenders, data gathering, obtaining approvals for bid models, submission and follow-up, as well as current contract renewals.
Mandatory Experience
- Recent general management experience, preferably international and within a large scale industry in KSA, with a minimum of 15 years of experience.
- Experience managing and leading the Procurement, Contracting and Operational support functions
- Shared service and corporate service support with overseeing IT, Digitalization and Commercial teams to support operational framework of the entity
- Strong skills in financial planning (short- and long-term), problem analysis and resolution, report preparation and presentation, oral and written communication, change management, operational finance, risk management, budgeting, and forecasting.
- Ability to direct, evaluate, train, and supervise personnel; develop and maintain effective working relationships.
- Maintain accurate and orderly records and demonstrate independent judgment and initiative.
- Ability to organize and direct activities while analyzing and evaluating information efficiently.
